About the PSR

How payments work affects the society we live in; the challenges faced by the vulnerable; how likely we are to fall victim to fraud; and how easily we can manage our money. Payments underpin our economy.

Behind these payments are several important payment systems. We rely on these systems to support markets, facilitate competition, and drive innovation. This helps to deliver new products, find new ways to protect people from harm, and deliver services that give people and businesses more choice and control about how to pay and be paid.

We need the technology, the rules governing the use of these systems and the markets they support to all work well. This is where the PSR plays an important role we are the economic regulator of, and competition authority for, those systems. We protect people and businesses and promote competition and innovation in these systems and the markets that they support.

To achieve this, we have set out in our Strategy four strategic priorities:

  • Ensure users have continued access to the payment services they rely on and support a choice of payment options
  • Ensure users are sufficiently protected when using the UK s payment systems
  • Promote competition between UK payment systems and the markets supported by them; protecting users where that competition is not sufficient
  • Act to ensure the interbank systems provide the infrastructure, rules and incentives that foster innovation and competition in payments

The PSR is an independent economic regulator led by Managing Director, Chris Hemsley. We are directly accountable to Parliament and funded by the payments industry. We work closely with other regulators involved in this sector, notably the Financial Conduct Authority, the Bank of England and the Competition and Markets Authority. Operationally we are an independent subsidiary of the Financial Conduct Authority.

Purpose of the role

This is an exciting time to join the Communications and Engagement team. The PSR website is vital to the work of our organisation. For many stakeholders it s their first port of call when they want to know more about what we do; but for some, it s the only channel they ll ever use. PSR.org.uk needs to be a site that works well for all of our users: engaging, interesting, easily navigated, well-designed and stable, and one that evolves as user s habits change.

In this role you ll create and deliver a web and digital strategy that supports the work and priorities of the PSR. You will lead the delivery of our Digital Roadmap 2023 and will be responsible for setting out the Digital Roadmap for 2024 and beyond. You will play a key role in telling the story of the PSR through its web and digital communications, as well as evaluating that work to understand how effective it has been and what we can do differently or better. You will work closely with our external web agency, setting and managing their work and ensuring they offer good value for money.

You will think strategically about what the PSR is trying to deliver and how the website can support those goals. You will be innovative in your approach to add value and impact to web and digital based communications.

The role sits within the PSR s Communications and Engagement team which reports directly into the Managing Director and includes colleagues delivering media relations, social media interaction, stakeholder engagement, events, internal communications, design and editorial support to the whole PSR. While the website will be a key focus, you will also bring new ideas to integrate our social media channels into our digital approach to tell our story more widely and drive more traffic to the website.

Key accountabilities

Examples of the work you will do in this role are:
  • Lead the day-to-day management of PSR.org.uk
  • Ensure the PSR website meets accessibility standards
  • Work with the Communications and Engagement team to ensure you are providing web and digital support and advice across the breadth of the team
  • Build strong working relationships across all areas of the organisation, including with the management team and Executive, and seek opportunities to work with colleagues to support their work in delivering on PSR s 5-year Strategy
  • Ensuring we have a web and digital strategy that supports the work and priorities of the PSR, including delivering our Digital Roadmap 2023
  • Proactively, quickly and effectively managing and resolving issues that may impact project progress, security or quality of outcomes
  • Manage our analytical tools, currently Silktide Analytics, ISSUU and Google Analytics. You will provide regular analysis and updates to the team and other internal stakeholders and provide insight into user behaviour making recommendations for new content or site improvements
  • Monitor the health of the website and make improvements where needed
  • Be well-versed in, and support the production of, digital content for the website, social channels and our staff-facing intranet. You ll be comfortable publishing content, videos, animations, publications or news content
  • Day-to-day management of the digital agency and experience at getting the best out of them
  • Liaise with the Financial Conduct Authority when necessary to maintain site security
  • Manage the digital contract with our web agency
  • Set (with input from the team leadership) and manage the web and digital budget, ensuring accurate forecasting and reporting
You will be able to demonstrate:
  • An expert-understanding of UX and have experience dealing with third party development agencies which will add value to the business and help to hold the digital agency to account
  • Ability to manage multiple projects at the same time
  • Excellent problem solving and decision-making abilities with a can-do attitude and the ability to work under pressure
  • Your knowledge of Accessibility and the ability to ensure the site remains updated either through your own skills or by managing the digital agency
  • Enabling the PSR to get more value from our data, identifying new opportunities for analysis and insight generation
Minimum requirements

  • 3+ years experience of managing a website
  • Experience in HTML/CSS/in SharePoint CMS, web, social and editorial
  • An excellent technical understanding of how a website works expertise in data analysis, and knowledge of implementing effective SEO strategies
Essential criteria
  • Excellent knowledge of digital and written and oral communication skills
  • A good understanding of UX and experience in managing a digital agency and third-party contractors
  • Demonstrated ability to work collaboratively with colleagues to deliver good outcomes
  • Demonstrated ability to work under pressure and tight deadlines
  • To be knowledgeable about digital and curious about its every evolving landscape
Desirable criteria
  • Experience of working in other regulatory, financial or government bodies
