A fantastic opportunity to join the NHS as a Strategic Procurement Manager.

Responsible for the management of strategic Procurement activity and other bespoke procurement / strategic projects within the Trusts supported by the NMBC throughout the Staffordshire and Stoke-on-Trent and Black Country Integrated Care Systems (ICS\'s), ensuring compliance with the NMBC Procurement Policy, EU Legislation, UK Law and relevant Trust Standing Financial Instructions.Effectively lead elements of the Strategic Procurement Team in delivery of all relevant objectives and influencing / managing the host Trust and other customers\' of the NMBC within the Staffordshire / Stoke-on-Trent and Black Country ICS\'s.Contribute to the development of the NMBC\'s role within the Host Trust and other customers\' of the NMBC within the Staffordshire / Stoke-on-Trent and Black Country ICS\'s.To take the corporate lead on identified commercial issues and key commodity areas providing accurate, timely and up to date advice to the Group Deputy Director / Head of Procurement - Strategic Sourcing & Special Projects; particularly where they are business critical for the Trusts who are the recipients of the service.
To undertake and lead on specific projects on behalf of the Group Deputy Director / Head of Procurement - Strategic Sourcing & Special Projects.Deputise as appropriate for the Group Deputy Director of Procurement.

Specialist procurement and supply chain knowledge acquired through MCIPS, post graduate study and extensive practical experience, i.e. minimum 5 years Procurement related management experience at a senior level.* Experience of setting procurement strategies for specific projects and presenting these to stakeholders to gain their support and commitment.

  • Experience of project managing strategic procurements and contracts, ensuring value for money, probity and the minimisation of commercial risks.
  • Experience and proven track record of performance management and the delivery of annualised objectives.
  • Staff and resource management experience and knowledge, acquired through NVQ in Management and practical experience.
  • Responsible for developing strategies on key commodity areas that ensure value for money in the provision of procurement and supply chain management services.
  • Responsible for evaluating highly complex financial and purchasing data, including the evaluation and adjudication of tenders, the selection of the most appropriate purchasing routes based on the limitation of risk to the Trust / customer organisation and the submission of reports to board level to support the evaluation process.
  • Lead a number of high complex procurement projects, including specific divisional portfolio responsibilities.
  • To support the implementation of the NMBC Strategy, approved by the relevant Trust Boards, which sets out the key objectives and principles which will be applied to NMBC wide Supplychain and Procurement activities.
  • Assist the Group Deputy Director of Procurement / Head of Procurement in ensuring that the strategic and operational work plans are developed and communicated to the customer base, maintaining an overview of all projects and ensuring interdependencies, and progress, are monitored and reported utilising appropriate key performance indicators and performance reports as necessary.
