Position Description

The purpose of the role is to help maintain a strong cybersecurity posture across ESB Networks Smart Metering Operations Centre (SMOC). It will cover a range of activities including supporting the SMOC in the delivery of the cybersecurity plan, assisting in the audit and review processes and proactively managing emerging threats that could impact the Operational Technology environment. The successful candidate will carry out, monitor, develop and improve the cybersecurity processes and controls in SMOC to maintain the integrity of the systems and to achieve NIS Directive (NISD) compliance. They will work closely with the Advanced Metering Infrastructure (AMI) vendors, other SMOC staff, the ESBN OT Cybersecurity team, the Corporate Cybersecurity team and ITS teams.

As a subject matter expert, they will provide support to the SMOC and IT teams by helping to identify emerging threats, conducting risk assessments and establishing how best to mitigate the associated risks.

Key Responsibilities

  • Perform the NISD Self-Assessments and help identify potential NISD compliance gaps in AMI systems and processes and establish mitigation plans to address
  • Drive a remediation program to implement these mitigation activities
  • Review and stay current on NISD regulations and industry cybersecurity trends
  • Develop status reports and metrics to provide visibility on overall cybersecurity posture and NISD compliance status
  • Coordinate with the SMOC team, ESBN OT Cybersecurity team, Corporate Cybersecurity (Enterprise Services) and IT teams to ensure operational systems, cybersecurity processes and technical solutions meet cybersecurity requirements and support NISD compliance
  • Work with the above teams on cybersecurity issues and incidents and on cybersecurity improvement initiatives
  • Keep SMOC incident runbooks, Disaster Recovery plans and Business Continuity Plan current
  • Preparation of documentation in support of audits and compliance to ESB Corporate and/or NISD requirements
  • Support interactions with internal audit and external regulatory bodies during audits or other required meetings
  • Work closely with stakeholders to complete reviews, cybersecurity risk assessments, vulnerability assessments and other various cybersecurity related activities as needed for new or existing AMI systems including changes and upgrades
  • Provide subject matter expertise in cybersecurity and help broaden knowledge of other SMOC staff
  • Support the development and maintenance of system architecture diagrams
  • Support the inventory management of IT and OT assets for AMI
  • Support Smart Metering Programme deliverables to ensure implementation of security by design and alignment to relevant ESB security policies and procedures
  • Support the development and implementation of applicable cybersecurity policies, procedures, guidelines and standards within the SMOC
  • Oversight of SMOC cybersecurity risks in line with SMOC risk management process including risk identification, risk assessment, mitigations, controls and reporting
  • Assist developing the Cybersecurity strategy for SMOC in line with ESB Networks and ESB Group cybersecurity polices and business direction
  • Conduct periodic compliance reviews against the applicable security policies and procedures to ensure SMOC is following the same
Knowledge, Skills and Experience

Essential
  • Minimum of 5 years work experience in Operational Technology or Cybersecurity role.
  • Knowledge of IT/OT security principles, technologies and best practices.
  • Excellent analytical and problem-solving skills.
  • Ability to work independently and in a team environment to pinpoint root causes and devise solutions with minimal oversight.
  • Ability to coordinate multiple assignments and manage deadlines.
Desirable
  • Ideally, an Engineering or Cybersecurity background with experience working in an Electrical, Telecoms, Smart Metering or Control & Instrumentation discipline.
  • Cybersecurity certification.
  • Experience in cybersecurity concepts, policies, standards, and procedures gained from working within an Operational Technology environment.
  • Knowledge of Smart Metering systems.
  • An understanding of security frameworks e.g., NIS Directive, IEC 602443 and Purdue Enterprise Reference Architecture.
  • Understanding of network architecture and topologies.
  • Ability to perform monitoring and troubleshooting of cybersecurity problems.
  • Experience of implementing or working to IT/OT security standards.
  • Experience in developing security policies, standards, and procedures.
  • Familiarity with threat intelligence, vulnerability assessment, identity management and incident response.
  • Ability to proactively research and maintain knowledge of cyber threat landscape.
Qualifications

Essential

Either 3rd Level qualification or equivalent work experience.

Location

ESB Networks, East Wall Road.
