FCDO are looking to appoint a Strategic Finance Analyst in their London City office.

In this role you will also be responsible for:

• Supporting the regular provision of advice to Ministers and the Board/Executive Committee on FCDO spending choices, through succinct and insightful analysis to inform strategic decision-making.
• The provision of deep-dive analysis on key topics or questions, identifying priorities and emerging risks.
• Proactively engaging with a wide range of stakeholders to monitor live issues with spending implications.
• Corporate leadership of the Strategic Finance & ODA Management Department alongside our wider network of SEOs.

Finance Directorate is at the heart of the FCDO, enabling the FCDO to operate and deliver on its core priorities. We implement policy and deliver public-facing services, internal operations, projects and programmes and statutory commitments, whilst protecting value for money, ensuring transparency, and managing risks.

This role sits within the Strategic Finance and ODA Management Department (SFOMD). SFOMD are at the heart of decision making, providing strategic advice and technical expertise to the FCDO Board/Ministers on major spending and investment decisions. We enable the FCDO to ensure it gets maximum value for money from its overall budget, hits key annual targets (e.g., ODA target/HMT control totals), and maintains key external relationships. The role is part of the Programme Funding branch of the Financial Planning Team. The team advises on all strategic financial issues related to policy funding covering ODA (development spending) and non-ODA programme (diplomacy spending). The team plays a key role in setting programme allocations, managing the relationship with HMT, and work on fiscal events including preparation for the next Spending Review.

This role will help shape the FCDO\'s future spending and investment plans for programme funding. The role would provide great stretching strategic finance experience covering FCDO\'s ODA and non-ODA programme portfolios. You will support the Head of Programme Funding to provide strategic finance advice to the business.

You will engage across the FCDO network, working with Finance Business Partners, analysing plans and scenarios, challenging Directors and Director-Generals to prioritise activity. You will provide key analysis to support decision making on FCDO\'s overall financial strategy, including the approach to negotiations with HM Treasury on overall funding during the Spending Review period, and other ad hoc issues.
