Job Description

The Group Safety, Health, and Environmental (SHE) Department is responsible for ensuring that Costain operates in a safe, healthy, and environmentally responsible manner through the implementation of the Group SHE Management System and Group SHE Plan. The Group SHE Management System provides a framework and standards for managing safety, health and environmental risks and opportunities and aims to prevent injury, ill health and provide a safe working environment and protect and enhance the natural environment in balance with socio-economic requirements throughout all our activities and operations. The departments' purpose is to protect employees, the community, and the environment while ensuring that Costain operates sustainably and complies with relevant legislation and regulations.


To lead the Contract SHE functions, provide SHE solutions and enable the Contract Leadership / Operational Teams to implement the Group SHE Management System.


To build and maintain relationships with all stakeholders, whilst providing an independent and objective view of SHE Performance on the Contract.



Key Responsibilities



Programme-Wide H&S Oversight: Lead health and safety assurance activities across all Capital Delivery projects, ensuring alignment with Yorkshire Water's expectations and regulatory requirements. Assurance Framework Leadership: Develop, implement, and manage a comprehensive H&S assurance strategy, supporting the programme's long-term delivery model and safety vision. Develop tasks (including the pricing and scope of activities) in line with budgetary expectations. Independent Audit Delivery: Coordinate rigorous, structured audits across pre-construction and construction phases, covering site safety, logistics, design risk management, subcontractor control, and compliance with H&S legislation. Performance Measurement & Improvement: Define and implement key performance indicators (KPIs) to monitor H&S performance across the programme, providing insights and recommendations to the Programme Leadership Team and Capital Delivery Partners. Risk Management & Collaboration: Promote collaborative approaches to hazard identification and risk reduction in both design and delivery. Liaise with the Environmental and Technical Leads on their respective frameworks to ensure consistency across the Costain-Arup joint venture. Supply Chain Competence Reviews: Lead competence assessments and assurance activities to ensure that contractors and designers meet the highest standards for health and safety capability. Client Advisory Role: Serve as a trusted advisor to Yorkshire Water, offering strategic input on key health and safety decisions, duty holder performance, and regulatory compliance. CDM Support (as part of broader H&S focus): Support and oversee CDM (Construction Design and Management) compliance activities as part of the overall assurance approach, ensuring integration of CDM roles and responsibilities.

Essential:


Advance SHE related experience in relevant industry, line management and training others Working in the Water Sector Commercial understanding and awareness

Programme / Project management Relevant Degree or Diploma or equivalent NVQ Level 6 MIEMA or CMIOSH or equivalent or working towards Institute of Leadership and Management Level 5 * ISO 45001 Lead Auditor
