Job Description


We have an exciting opportunity for an experienced Intelligence Analyst to join Wiltshire Police at their headquarters in Devizes.

This is a temporary ongoing position working Monday to Friday 37 hours a week and will be hybrid working.

PLEASE NOTE DUE TO POLICE VETTING CRITERIA YOU MUST HAVE BEEN RESIDING WITHIN THE UK CONTINUOUSLY FOR AT LEAST 5 YEARS.

Job Purpose

The Senior Intelligence Analyst post sits within the Intelligence Development Unit and has line management responsibility for the Intelligence Development Unit\'s analysts and researchers, providing supervision and performance management of and mentoring for these roles, ensuring the continual development and best practice of analytical and research products, techniques and tasking procedures.

Main Responsibilities

  • Supporting the Principal Analyst in the production and publication of the Force Strategic Assessment through the supervision and provision of regular strategic analysis informed by police and partner stakeholder engagement and data, in relation to both Control Strategy and Non-Control Strategy threat areas.
  • Assisting the Principal Analyst in the development and delivery of training and the production of training materials. Continuing to develop knowledge and expertise in analytical and research techniques and to source and develop new techniques for use by all analysts and researchers. Dissemination of new techniques through training to both the analyst and researcher cohort. Through the effective delivery of training for analytical and research techniques, encouraging creativity and innovation.
  • Providing expert advice on analytical support for Major and Critical Incidents. Additionally, offering resilience on Investigative and Evidential Analysis, providing support to major crime investigations and other criminal enquiries, with the expectation of the production of evidential packages and court attendance to present them to a jury.
  • Supporting the Principal Analyst with Force governance processes and improving the quality of the work being presented, which includes attendance and presentation of analytical products and assessments to senior officer strategic and tactical leads.
  • Producing and helping coordinate and quality assure the production of Strategic and Tactical analytical products, continually identifying and assessing emerging or potential threats to both law enforcement agencies and the communities they serve.
  • Leading on the standardisation of methods, techniques and products used by analysts and researchers across the Force. Attending conferences and seminars to stay abreast of and contribute to developing analytical and research techniques.
  • Providing Project Management support to the Principal Analyst in terms of delivering new tools and techniques to further analytical and intelligence capability within the Force, for example designing and implementing innovations around intelligence scanning processes.
  • Continued professionalisation of the analytical and research teams and ensuring the research or analytical products are completed by their deadlines to the expected standard.
  • Monitoring both personal and team workloads in terms of capacity and progress.
  • Acting as a point of contact between departments, hubs and external agencies where required, in relation to analysis and research of crime and criminality and the correct and appropriate tasking of analysts and researchers.
  • Acting as a point of guidance for best practice on the National Intelligence Model (NIM) and analysis or research for those managing these roles outside of the Intelligence Development Unit.
  • Supporting new starters, identifying training needs and opportunities, ensuring they develop strong analytical or research ability and good habits in relation to how they approach tasks.
  • Robust performance management of any individual failing to meet the minimum expected standards.
  • Promoting and progressing the IPP programme and ensuring analysts and researchers are working towards achieving this certification in a timely manner through regular one to ones and reviews of portfolios of evidence.
  • Assisting Principal Analyst with recruitment of Intelligence Analysts and Researchers.
  • Deputising for the Principal Analyst when required, including managing strategic projects.
  • Networking with and influencing senior managers and business leads as well as partner agencies to achieve buy-in for intelligence analysis techniques and products across the Force to encourage greater intelligence-led thinking and activity, as well as data sharing to enable a more holistic and improved assessment of threat, harm and risk to be made.
  • Providing advice and guidance to Senior Leadership and business leads on how to manage and improve/mitigate threat, harm and risk concerns in different business areas through the identification of intelligence gaps and actionable, achievable and realistic recommendations.
  • Presenting analytical work to key stakeholders along with recommendations to guide and inform decision making. Promoting the use of analysis and advise stakeholders as to what analytical work may further advance progress in the stakeholder\'s area of the business. Responsible for seeing recommendations made through to implementation, further encouraging a culture of intelligence led, evidence led policing, as well as a culture of strategic and tactical problem-oriented policing driven by intelligence.
  • Being the Force lead on analytical techniques including the identification of strong/underperforming areas of Force performance in relation to threat, harm and risk, as well as gaps and opportunities through the use of analytical techniques and MoRiLE risk scoring, for which the Senior Analyst will act as a moderator.
