Role Overview

We are looking for a Senior Consultant to join the Policy and Evaluation Unit to support the continued growth of the team and the delivery of our evaluation work in these key areas.

What will I be doing?

As an Evaluation Senior Consultant, you will contribute to process, impact and economic evaluations of varying sizes and for a range of clients, including NHS England and other NHS organisations, UK Research & Innovation, the Department for Health and Social Care, and charities working on challenges facing health and social care. These projects will commonly assess the impacts of government interventions in relation to improving health outcomes for patients, digital healthcare and linkage of health data, attracting investment into disruptive sectors such as biotechnology, genomics or advanced therapies, improving healthcare service delivery, as well as social outcomes such as equitable access to healthcare and aspects of equity in healthcare delivery and biomedical research.

More broadly, as a Senior Consultant within the \'Economy and Environment\' cluster of projects you will be required to contribute to team meetings, bid decisions, bidding, and business development within this area of Ipsos UK\'s work.

Day to day, you will manage evaluation and research strands within larger projects and smaller projects which have strong health innovation components. You will also have the opportunity to increase Ipsos\'s impact on health and industrial policy and social change in the UK by writing articles, attending events and engaging in social media. You will contribute to the ongoing business development of the Team by contributing to proposal\\ writing and to the monitoring of business development opportunities.

The main responsibilities of the role are:

  • Evaluation delivery - specifically, the co-design and delivery of evaluation frameworks, the development of evaluation methods, the development of responses to evaluation questions and meeting evaluation objectives.
  • The application of specific qualitative and quantitative evaluation techniques, such as theory based evaluation, realist approaches, cost-benefit analysis, experimental and quasi-experimental impact evaluation methods (RCTs, matching methods).
  • Management of projects or strands of projects.
  • Developing day-to-day client relationships while ensuring projects are delivered to budget and timescale.
  • Drafting research tools to a high standard, requiring little amendment (for desk-based secondary analysis and primary data collection).
  • Overseeing primary data collection, including in-depth interviews and survey design / set-up.
  • Drafting accessible and concise reporting outputs of evaluation and research findings.
  • Presentation of results to clients and stakeholders.
  • Leading and contributing to evaluation proposals as part of a wider team.
  • Line management of junior staff.
Ipsos UK offers a hybrid working environment, 3 days in the office and working the rest from home.

What do I need to bring with me\xe2\x80\xa6
  • A strong academic background in social sciences, economics or a degree in a topic relevant to healthcare such as biomedical sciences.
  • An understanding of major trends and developments in health innovation, and challenges in developing/adopting novel technology and/or therapeutic interventions into practice.
  • Experience working for, or providing research or evaluation outputs for, the health, life sciences or biomedical sector, either in an NHS, consultancy, industry or academic position, or at a public/charitable research funder;
  • An understanding of major health innovation pathways, and the challenges of developing/adopting novel technology and/or therapeutic interventions into practice.
  • Experience working in the health, life sciences or biomedical sector, either in an NHS, industry or academic position, or at a public/charitable research funder;
  • Experience of conducting qualitative and quantitative analysis relevant to this post.
  • Experience designing research materials, including analytical frameworks, questionnaires and topic guides.
  • Experience of conducting and overseeing primary and secondary data collection and analysis (interviews, surveys, literature review).
  • Experience in the development of client-ready qualitative and quantitative analysis and reporting.
  • Proven ability to lead/contribute to research and evaluation proposals.
