Two exciting opportunities have arisen for a Senior Data Officer within the Performance, Research and Intelligence (PRI) department.

PRI\xe2\x80\x99s core function is \xe2\x80\x9cto ensure decision makers in Manchester have the evidence and intelligence they need to shape strategic and operational thinking, and to demonstrate the impact those choices have on our priorities\xe2\x80\x9d.

The PRI service delivery is set out across three thematic multidisciplinary teams (People, Place, Core). One of roles will sit in the Core team and the other in the People team. The successful candidates will report to the Performance and Insight Manager in the relevant team.

The Core team are responsible for supporting the councils core business processes, working closely with Human Resources, Organisational Management, Payroll, Finance, Procurement and Employee Self services. The team extract, transform and loads (ETL) data from multiple sources into data warehouses that can be queried using business intelligence tools such as SAP Business Objects or SAP Business Warehouse for reporting and analytics. The team also oversee the Local Government Transparency Code, coordinating and publishing open data onto the council\xe2\x80\x99s website.

The People team are responsible for supporting our social care teams to understand and develop their services to provide the best outcomes for our residents, providing the evidence to services that support our young people and producing the reports and analytics that give senior leaders oversight of how the organisation is performing in delivering services to our residents. The team are also responsible for the submission of statutory returns and regional data collections.

The role also has some managerial functions and will be responsible for the supervision of the Data Officers and the work the team complete, helping deliver the wider team\xe2\x80\x99s priorities, which include; -

  • Providing Insight and project support to drive awareness, challenge, reform and innovate
  • Improving consistency and performance, streamlining processes where appropriate
  • Providing data and intelligence to support corporate priorities
  • Promoting information as an asset and improving data in core systems
  • Promoting the effective use of Business Intelligence (BI) tools
  • Delivering statutory returns and consultations
  • Maintaining strong relationships with services and partner agencies
  • Supporting staff to develop and look after themselves
The role will involve building and maintaining effective relationships with a range of internal and external stakeholders. It will play an integral part in translating complex situations advising on the proper use of systems, providing insight to enable stakeholders to endorse good practice and make sound decisions on service planning and performance, in accordance with the General Data Protection Regulation (GDPR).

The successful candidate will be highly motivated, enthusiastic and assertive, and able to demonstrate the Our Manchester behaviours in their approach to work.

The candidate should possess good communication skills to build positive relationships with stakeholders. Ideally have management experience, motivating and leading a team.

The right candidate will have good ICT skills using MS packages, in particular MS Excel, building reports using software such as Business Objects, PowerBI and experience of SQL would be beneficial. They will have experience of ETL using tools such as SAP BW and Data Services with good attention to detail. They should possess good analytical and problem-solving skills to support end-users, demonstrating sound professional judgement and the ability to handle competing priorities along with awareness of Data Protection and information security.
