The DWP Estates function ensures the smooth and efficient operation of this network on a day-to-day basis. We manage a private sector supply chain that delivers essential services such as security guarding, maintenance, property and leasehold, construction, cleaning and facilities management. Many of these services are business critical and we cannot safely open our offices without them. Our ambitions are to:

Key accountabilities
Develop a trusted strategic partnership role across the wider department, to understand their business strategy, in turn using this as intelligence and input into the Estates portfolio strategy.
Using sound Real Estate expertise to translate the relevant business strategy into real estate related consequences and being able to communicate them concisely working with different facets of the business and Estates.
Writing, coordinating, and seeking the approval of business cases, inviting challenge and where appropriate involve others in decision making.
Understand how the strategies and activities of Estates create value and meet the diverse needs of all senior stakeholders.
Ensure that all Estates opportunities, issues, and risks are fully understood and connected to relevant business strategy, objectives and plans, in order to develop an Estates agenda that closely supports the overall aims of the organisation.
In conjunction with peers in the Strategy and Portfolio Planning team, ensure portfolio plans and strategies are developed balancing business need, property quality & sustainability, total property cost & VFM, lifecycle investment, market cycles & supply, utilisation, etc.
Determine the demand of specific customer/s through understanding their strategy and drawing feasibility and situational analysis against the Estates portfolio strategy, analysing a range of credible information to support decision making.
Establish ways to find and respond to feedback from customers about Estate services provided, having determined, and understood key areas of focus for all performances of services on behalf of the customer.
Support the roll out of key major programmes within customers\xe2\x80\x99 business \xe2\x80\x93 eg Universal Credit and Workplace Transformation, encouraging joined up teamwork within Estates and across other groups as required, collaborating to share information, resources and support.
Identify opportunities to drive positive change and improve efficiencies, encouraging ideas for change from a wide range of sources, presenting strong recommendations in a timely manner outlining the consideration of other options, costs, benefits and risks.
Leads and supports the requirement for change management as a result of changes to initiatives, projects or policies, clearly explaining the reasons for change to colleagues and how to implement them, supporting individuals with different needs to adapt to change.
Requirement planning for MOTOs and Colocations (inward and outward) in support of the Governments One Public Estate agenda; establishing the strategic demand and how this can be incorporated and planned whilst managing the development through the Estates function on behalf of the customer.

Essential Skills, Knowledge & Experience
Ability to forge strong and influential relationships with a broad network of stakeholders, including those at a senior level.
Draw on sound Real Estate expertise to translate business strategy into real estate related consequences.
Experience of feeding Real Estate consequences of any business strategy into the portfolio strategy accordingly.
Ability to write and develop business cases to support portfolio plans and strategies, presenting property VFM, quality & sustainability in line with business strategic direction.
Confidence to challenge senior stakeholders\xe2\x80\x99 thinking.
Knowledge of how to deliver successful change management techniques and the importance of engaging leaders and employees in the change.
Ability to quickly get up to speed with new and complex projects.
Understands and speaks the \'language of the business\' and how to translate the plans into reality by being curious, confident and solutions focused.
Strong consultancy, partnership and relationship building skills.
Qualifications/professional memberships Desirable
Degree or equivalent in Business, Maths or science related subject or proven track record in similar role

This role is suitable for a hybrid working arrangement, a type of flexible working arrangement, blending a combination of all workplace options (including home) with an office identified as a base and which remains the contractual place of work. Hybrid working means an employee working part of the week in their DWP office and, part of the week from home. Hybrid workers will spend a minimum of 40% of their time in the office over a four-week period. The number of days that anyone will be able to work at home will be determined primarily by business need but personal circumstances and other relevant circumstances will also be taken into account.
