Brief Description
Over the next 10 years the Trans-Pennine Route from York to Manchester through Leeds and Huddersfield will be transformed through an extensive investment programme, consisting of capacity and journey time improvement schemes and electrification of the entire route. Leeds Delivery Unit sits at the heart of the Trans-Pennine Route and will play a key role in the delivery of the whole project. In order for this to happen, the Infrastructure Director N&E team within the Eastern region has set up a small project team that will act as an interface between the main Trans-Pennine Route Upgrade (TRU) Project and the local Maintenance Engineers.
We are recruiting for a Project Manager (E&P) to work within the N&E Route Trans-Pennine Route Upgrade Team. The candidate will ideally have an E&P Maintenance background and have reasonable local knowledge of the geographical area and have working relationships with both Leeds & York DU\'s.
As part of this team you will help deliver 3 main work streams:
1. Deliver a programme of route hardening work along both the Calder Valley \'diversionary\' route and the main Trans-Pennine route.
2. Interface with the main TRU Project team representing the DU Engineer to share local knowledge and experience, attend key project meetings and ensure the AMP process is completed for each engineering intervention on behalf of the DU\'s.
3. Work with the local Maintenance Engineers Teams to help them prepare for significant infrastructure changes and different working practices.
As Project Manager (E&P), you will represent the local E&P Engineers aspirations and assist in designing an infrastructure that will be maintainable in the safest and most efficient way for the future. You will be required to undertake site visits as required and have a good knowledge of E&P systems and maintenance regimes.
About the role (External)
Key Accountabilities:
1. Deliver the project(s) safely to time, cost and quality, in accordance with the Guide to Railway Investment Projects (GRIP), applicable Railway Group, Network Rail company standards and other specific legislation including construction design management (CDM) Regulations.
2. Provide a professional, first class, consistent and effective project management service to the clients, including project monitoring and reporting systems in accordance with Railway Group, Network Rail company standards and guidelines.
3. Participate in the development of supply strategies and framework contracts.
4. Provide detailed input for compilation of the business plan and production of programme / project plans.
5. Control project change, risks and contingency within the project life cycle and provide all cost, contingency and programme details to enable the Sponsor to obtain authorisation for portfolios / programmes / projects.
6. Provide a safe working environment in the execution of work directly under the post holder\'s responsibility, including development of project safety plans and other associated documentation.
7. Discharge Network Rail\'s CDM related duties as required by company process.
8. Identify training needs in safety, technical and management areas for the personnel reporting to the post holder and contribute to their personal development.
9. Comply with the Investment Competence Framework.
10. Establish and manage collaborative cross-functional virtual teams to deliver change projects, where appropriate.
