The postholder will assist the Head of Goods and Services Procurement Manager who is responsible for Leading and managing a number of business reorganisation and service Improvement projects across all areas within the procurement service.
The post holder will be required to make decisions in a confident manner and work within and across multi-professional teams. He/she will need to assist with the procurement function redesign into a fit for the future structure that is cohesive, integrated and efficient, drives improvement, value for money and compliance.

What the role entails:
Support senior management staff in developing and implementing service improvement projects and initiatives to time and in a cost-effective way. This may include organisational structure redesign,
Demonstrate the ability to work on his or her own initiative and make decisions appropriate to the level of the post within the organisation.
3. Plan, organise and prioritise own workload to ensure project objectives are met on time, ensuring Programme Managers are kept informed of project progress and escalating problems where necessary.
Participate in and lead, when appropriate, relevant internal and external working groups/projects to ensure timely completion.
5. Ensure joint working and consistency of approach across the directorate objectives.
Contribute to the discussions on informing the targeting of resources, monitoring, implementing and evaluating service improvement projects and initiatives by providing sophisticated, high quality project analysis.
Utilise a range of complex information for the purposes of comparison allowing regional bench-marking to occur.
8. Take the lead in drafting action plans, which assist PaLS to meet performance targets.
9. In conjunction with the PaLS Head of Goods and Services Procurement Manager identify and work through constraints and risks that inhibit the progress of service improvement at regional and local level.
Act as an advocate for PaLS and explore opportunities for HSC systems to develop an approach to continuous improvement.
Contribute to performance improvement, taking a lead for specific projects where agreed.

Build and maintain constructive relationships with a broad range of internal and external stakeholders of the HSC at all levels.
15. Present information about projects, initiatives and services to a wide range of stakeholders in a formal setting.Persuade staff of the importance of change and the need for the project.

Negotiate with and motivate various organisations on service improvement, including linking into other initiatives.
Communicate sensitive information regarding performance. Give presentations on future developments and on new ways of working.
19. Nurture key relationships and maintain networks internally and externally, including regional networks.This would include developing working relationships with the statutory and non-statutory organisations, service users and carers.
Contribute to the development and implementation of a planned programme of communication and stakeholder engagement.
Participate in relevant internal and external working groups/projects, services and initiatives to provide, information and analytical advice to strategic leads.
Communicate information and issues, including briefing reports and presentations to the relevant Senior Manager
Performance Monitoring
23. Interpret and consider reports, documents, and presentations for feedback and monitoring purposes to Head of Procurement team
Contribute to the development of key performance indicators for the directorate.
25. In conjunction with the Head of Goods and Services Manager, ensure that the action plans agreed within projects are implemented.For areas of poor or under performance, ensure that the agreed escalation plans and or remedial actions are undertaken.
26. Contribute to and monitor the planning, analysis and risk management relating to the work stream throughout the year.
27. Be familiar with the various information systems, which allow for performance monitoring.Have knowledge of how this data can be used and deploy it to inform the planning and performance monitoring process.
28. Analyse and understand anomalies in data and that reasons for anomalies are brought to the attention of work stream Manager.

The post holder will be required to:
Carry out web based and library-based research when necessary.
30. Keep abreast of developments nationally and internationally, which are pertinent to informing policy and making recommendations for the delivery of other projects.

Desirable Criteria
A university degree or relevant professional qualification and at least 3 years\' experience which should include:
\xc2\xb7 working in a service improvement environment that demonstrates responsibility for project management delivering service reform against a range of challenging targets/objectives
\xc2\xb7 A minimum of 2 years\' experience of project management undertaking and presenting detailed analysis of complex data to senior management to support the delivery service improvement and to achieve successful outcomes
OR
1b. At least 5 years\' experience of:
\xc2\xb7 working in a service improvement environment that demonstrates responsibility for delivering service reform against a range of challenging targets/objectives
\xc2\xb7 Which should include a minimum of 2 years\' experience of project management undertaking and presenting detailed analysis of complex data to senior management to support the delivery service improvement and to achieve successful outcomes
