My clients are one of the largest Local Authrity in London and the role will be based in West London
ROLE DESCRIPTION
As a member of the council\'s senior management team, to contribute proactively to the collective leadership for the council, working collaboratively with Members, services across the newly created civic campus. The Campus will transform the Town Hall and the west end of the main Street into a thriving destination with a full programme of events, a cinema, hospitality and retail offerings. This leadership role will be to collaborate and work across Civic Campus stakeholders: residents, businesses, event promoters, catering operators, Council Officers, Councillors and Joint Venture partner to \'curate\' the space so that it is a success. The role will drive positive cultural change, embodying and promoting the values and behaviours of the council and empowering staff to reach their full potential. Ensure that the performance and development framework is effective for all staff.
ABOUT THE ROLE
You will need to:

  • Establish and lead the whole operational and management team at the Civic Campus
  • Bring a placemaking perspective to providing feedback into, and oversight of, the curatorial role; lead outreach and liaison with other organisations; and provide feedback to both stakeholders and to the Council\'s Economy Department and Senior Leadership Team.
  • Provide Leadership and strategic guidance of the Civic Campus.
  • Directing and leading the pre \'go live\' period with relevant departments - ensuring the pillars of people and transformation are activated and embedded ready for staff to return to the office.
  • Placemaking strategy - branding guidelines, messaging ensuring holistic vision for whole campus with other stakeholders.
  • Activation of the placemaking strategy - to ensure we are open for business when the campus is completed in Spring 2024.
  • Stakeholder liaison - with Members, internal departments, A2D (as LLP partner and affordable homes provider) and commercial lessees.
  • Operational - management of the venue management team, dotted line to property team for commercial letting and the FM team.
  • Income generation - ensuring the Campus hits its revenue targets, using the support team\'s capacity and budgets to maximise net
  • Develop positive relationships with Members and other key stakeholder groups, including resident representative forums and groups to ensure they can contribute to service improvements.
  • Engender a commercial approach to the Council\'s assets and ensure value for money principles are applied to services.
  • Coaching and mentoring of staff directly managed, recruiting the right people, review training and nurturing future talent.
  • Ensure staff compliance with all key policies, including for example health and safety; data protection; equality and diversity: and value for money.
  • Ensure effective Financial Management, cost controls and income maximisation in an ever-changing environment, fluctuating demands and priorities. Ensure resources are well managed and effectively deployed to the best possible effects assuring value for money in all activities.
  • Monitor and control the division\'s budgets, including staffing budgets, in accordance with financial regulations and standing orders.
  • Promote equalities and inclusion across all service provision.

  • Effective in developing and contributing to the wider corporate agenda and initiatives through business planning and programme management
  • Record of identifying efficiency savings through effective financial planning within a constrained environment
  • A good grasp of the legal and regulatory framework for social landlords and relevant housing legislation.
  • Knowledge of the current strategic and operational landscape and its likely impact upon the design, development and delivery of housing services
  • Strong financial acumen and reasoning, working with large budgets
