ICF provides research, evaluation and analysis services that help government to understand the impacts of policies and programmes. We are looking for an experienced Project Controls Manager to help us deliver a major, multi-year programme of research and analytical support to the UK Government on policies relevant to the environment, climate change, food, farming and fishing.

Working with experienced technical staff and our wider programme support team, you will be helping us to manage and deliver first class monitoring, evaluation and learning services. The successful candidate will support the management and governance of this complex, large-scale programme, directly overseeing the day-to-day management of specific activities and strands of work. This is a high visibility fast-paced role, the Project Controls Manager will partner with the Contract Lead, assigned delivery team, and ICF\xe2\x80\x99s corporate services.

In this role, you will be joining a community of experienced environmental experts, researchers, analysts and programme management professionals. Your role will be to help us manage programme, proposal and project activities under large evaluation frameworks \xe2\x80\x93 from proposal through to project reporting and closure stages. Working with the wider team, your day-to-day work may involve:

  • Supporting the management and governance of the overall contract services.
  • Plan the work of large, multi-disciplinary research and monitoring teams.
  • Manage networks of experts, subcontractors and other stakeholders.
  • Monitoring and managing pricing and budgets, bringing an understanding of the different costing models.
  • Overseeing risk management and contractual compliance in line with ICF systems, clients\xe2\x80\x99 terms and other requirements.
  • Developing, implementing and continuously improving tools, systems and procedures for effective programme management, as well as coordination across the wider team.
  • Chairing and facilitating meetings, bringing an understanding of group dynamics and participation.
  • Preparing written outputs, such as presentations, contractual reports, analytical / evaluative pieces and other documents for internal and external audiences.
  • Contributing to identification of service needs and development of specifications
  • Overseeing learning and performance management systems
We are particularly keen to receive applications from candidates who have experience of working on programmes focused on biodiversity, environmental protection, climate change, resource management, agriculture, or marine issues.

Please note:

If you are looking for a role in implementation of IT programmes, management of organisational change or implementation of overseas development assistance programmes, this role would not be appropriate.

Required experience:
  • 7+ years of professional experience.
  • Hands on and proven track record of successful project delivery and project controls.
  • Experience in quality control of services, demonstrating client orientation and project conflict resolution.
  • Managing multi-disciplinary project teams.
  • Coordination of internal / external experts at various levels.
  • Managing / maintaining risk registers, issues logs, change control.
  • Knowledge of the UK public sector programmes or academic research programmes is desirable.
Personal qualities:
  • Task-orientated, with a strong attention to detail.
  • Ability to self-organise, prioritise and manage/ work with multiple work strands and teams in parallel under tight deadlines in a fast-paced environment.
  • High level of ability and confidence to perform tasks with minimum supervision.
  • Ability to work flexibly to meet client and organisational priorities and needs.
  • Sound business ethics, including the protection of proprietary and confidential information.
  • Excellent verbal, written, analytical and presentation skills.
  • Commitment to the progression and development of junior / other staff
  • Ability to work with all levels of internal staff, as well as clients and sub-contractors.
  • Entrepreneurial talent to identify and realise new opportunities, as well as new innovations / approaches that will improve efficiency.
  • A formal qualification / accreditation in Project Management is desirable.
This role would be based in one of our UK bases, which are located in London, Plymouth, Leeds, Birmingham, and Manchester.
