Safety is at the heart of TfL's Engineering directorate, ensuring we are focussed on TfL's key risks and everything we do is evidence-led. The Principal Engineer (System Safety) role is central to delivering this vision, providing system safety assurance for projects, including safety planning, hazard identification and management, safety risk analysis, modelling, and preparation of engineering safety cases.
Overview of role
We are looking for a talented Principal Safety Engineer with a passion for making our transport network safer. You will help to deliver high profile complex projects to improve London's transport system as part of the Mayor's Transport Strategy leading to a real sense of achievement.
You will be able to apply extensive expertise in the field of System Safety engineering which is deployed in the analysis and resolution of highly complex or network-wide technical problems, providing authoritative technical leadership, advice, and expertise to senior internal and external stakeholders, interpreting technical strategy and company policy to satisfy business requirements. You will be able to apply commercial thinking to the development and implementation of solutions, demonstrating a good understanding of the business operation and requirements when formulating solutions and recommendations and providing constructive challenge to deliver the right outcomes for the business.
You will use your knowledge, skills, and experience to influence the direction of corporate System Safety and Technical Assurance (SS&TA) policy and processes. You will provide the driving force and experience in the development of new ways to delivery system safety across TfL's portfolio of transport infrastructure in an integrated efficient manner.
We are particularly interested in people who can draw on their experience and expertise to provide advice and oversight to other members of the team, and to develop the capability of the team and of individual team members.
Key Accountabilities
1. Ensures the safety, functionality or compliance of high risk newly implemented or altered assets, engineering processes, procedures, or systems
2. Input to the development and implementation of high complexity engineering solutions through sound reasoning in favour of safety improvements through the provision of subject matter expertise or management / coordination of multi-disciplinary engineering teams
3. Provides internal and external senior stakeholders with appropriate challenge and professional advice to ensure the development or delivery of high quality, tested engineering solutions
4. Represents TfL Engineering as a Subject Matter Expert for System Safety Engineering when engaging with suppliers, customers, industry bodies and external agencies, identifying and influencing best practice to enable continuous improvement across TfL
5. Specify technical competence requirements for workforce in System Safety Engineering to enable the assignment of the right people and capabilities, acting as a role model/coach to assist in the development of future engineering experts.
6. Makes authoritative technical recommendations which have a high impact on organisational performance in both the short and longer term.
7. Input to the evaluation, selection, and application of appropriate solutions through sound reasoning in favour of safety improvements, to high risk/value/complexity engineering problems that improve efficiency or effectiveness, while improving safety and reducing operating costs.
8. Designated Technical Authority (where assigned), developing and maintaining technical or functional strategies, standards, and governance for System Safety Engineering, considering cost, risk and quality requirements as specified by the business.
9. Leads a culture of continuous improvement through the identification and use of best practice, innovation, whole life cost optimisation and effective root cause analysis.
Special Accountabilities:
10. Will be directly responsible to and report to the TfL Technical Head of System Safety and Technical Assurance.
11. Develop and maintain effective and efficient System Safety management procedures allowing System Safety management to be discharged in line with corporate policy and process.
12. Lead System Safety activity on complex projects and programmes, throughout the lifecycle, from feasibility, through safety planning and analysis to production and presentation of safety justifications.
13. Draw on their expertise to grow the capability and experience of other members of the SS&TA team
14. Review impact of changes on TfL's Quantified risk assessment models working with TfL's Safety, Health & Environment team.
15. Undertake surveillance for compliance to process and their alignment of outcomes to requirements.
16. Definition of competence requirements and accreditation for Safety Engineering.

Knowledge
Has a thorough understanding of how to conduct simple and complex risk assessments across a wide variety of railway situations and other transport modes using a variety of suitable analysis techniques.
Able to evaluate specific project and cumulative effect of system change on TfL's Quantified risk models.
Able to set and implement appropriate strategy for system safety assurance on complex projects and programmes.
Clear understanding of Safety Legislation and how it relates to the transport sector, such as rail, trams, road.
In depth understanding and application of CENELEC (EN50126 / 9 and 50716) and national and international safety standards.
Thorough understanding of applicable legislation, in particular ROGS and CSM-RA.
Thorough knowledge of engineering safety management and its application within the transport environment.
Experience
Experience of making interventions where necessary to control system safety risk.
Extensive railway / transport systems experience through involvement in railway /transport projects or maintenance.
Thorough understanding of the risk topography of transport systems.
Experience of working with Regulators on complex issues.
Delivery of Safety Assurance and Safety Cases on complex projects e.g., railway signalling, transport infrastructure, and in delivering corporate strategy.
Delivery of Technical Assurance on complex projects or within Operational areas.
