To undertake the technical and professional functions outlined in the description of duties below in accordance with CIPFA guidelines, Council standing orders and financial regulations and other policies and procedures.
To lead the provision of a comprehensive integrated finance service supporting all council departments, senior management, Members, committees and forums.
Responsibilities
To provide accurate and professional financial advice to decision makers, making recommendations that support the strategic goals of the Council (strong political awareness).
To help prepare and evaluate robust business cases supported by rigorous and robust financial modelling and commercial analysis, providing technical advice and interpretation of outcomes.
To support strategic reviews and procurements, providing robust financial advice and challenge, including articulating financial implications and risks.
To identify and embed innovative and creative solutions for continuous improvement in financial management. To proactively support the delivery of financial change programmes as required.
To lead and manage complex financial returns, statutory returns, grants and other reimbursement claims as required including supporting documentation to meet audit requirements.
Requirements
Housing Capital experience is essential., Advanced use of excel is also required
Experience working in housing association or councils
CCAB qualified accountant, or part-qualified CCAB accountant with relevant experience, or qualified Accounting Technician with significant relevant experience
A good knowledge of local government finance, relevant financial legislation, professional accountancy codes and financial best practice
Contract
Role can be worked from home with about 1 -2 visits to the office per month
Monday to Friday 9am to 5pm
PAYE via Umbrella
Initial 3 month contract with the opportunity to extend
