The Role





IIGCC's Policy team is looking for a motivated team player to lead our engagement with the UK government as they strive to become a global hub for sustainable finance, including for emerging markets and developing economies (EMDE). The policy manager will be part of the Secretariat for the recently announced "EMDE Investor Taskforce" which was set up by investors in coordination with the UK Treasury and Foreign Common and Development Office. They will work across-teams in IIGCC to facilitate Government-industry collaboration to increase the mobilisation of sustainable private capital into investments in EMDEs.



As part of the Secretariat, you will play a key liaison role between our investor members and UK government departments and help shape policy advocacy and engagement on a range of domestic and global policy issues. You will have regular contact with our investor members, UK policymakers, regulators, financial institutions and other like-minded partner organisations.



As a small team we work flexibly across the workstreams so you will also provide ad hoc support to our wider global policy work. For example, you will support our engagements and participation in key global climate and nature events (e.g. UNFCCC COPs) and help to build links between our UK, EU, and global advocacy work.



While this role is initially offered on a fixed term basis for 12 months, we hope that the contract can be extended, subject to resources.


Main responsibilities



The work will comprise the following core activities:


Lead policy engagement activities for the EMDE Taskforce:




Act as liaison between policymakers and investors, providing policy support to taskforce workstreams, identifying key stakeholders and engaging experts on key policies that shape investment decisions for sustainable development in EMDEs. Facilitate consensus-building across workstreams to develop clear positions and messaging on key legislative initiatives, including to find ways to strengthen the links between sectoral and sustainable finance policy initiatives in the UK. Draft taskforce-related communications, and announcements, including inputting into briefings, position papers and thought leadership pieces.

Coordinate Taskforce policy activities:




Coordinate policy activities and meetings of the EMDE Investor Taskforce, in collaboration with the wider Secretariat. Support workstream chairs in delivery of workstream policy output and facilitate their interactions with UK policymakers, regulators, and other key stakeholders. Attend other external relevant events and meetings as needed.

Cross-cutting work across the policy team and organisation

Work with the Global policy lead to ensure Taskforce outputs and insights are amplified through the IIGCC's wider global policy work and positions. Support the Global policy lead with global policy and engagement activities, including liaising with international partners and organising events, meetings and webinars in conjunction with key global climate events (e.g. COP). Work with the communications team to develop new policy content and insights for our member newsletter, social media and other relevant media. Provide ad hoc support to Directors and CEO as required, with the oversight of the Global policy lead, including preparing briefings notes, speaking points, and presentations.

Skills and capabilities





Essential


Experience working directly in a policy, consulting or regulatory-focused role, ideally focused on climate change and/or sustainable finance issues. Good knowledge or experience of the UK policy environment and decision-making processes, including how governmental departments and/or regulators operate. Experience carrying out policy research, analysis and providing recommendations on often technical areas, preferably in the context of sustainable finance policy/regulatory issues in relation to EMDE investments. Experience of engaging with senior stakeholders, including policymakers, regulators and industry representatives. Strong organisational skills, with experience of coordinating multiple workstreams and stakeholders. Ability to manage competing priorities and prioritise effectively. Excellent written and oral communication skills (fluent English) - the ability to succinctly convey technical information to policy stakeholders. Motivated, flexible and positive team player with a 'can do' attitude. Competency in routine IT tools including Microsoft Office.

Desirable


Experience working in, or engaging with, one or more of: + the financial services sector and/or sustainable investment and finance
+ key real economy sectors for the UK's transition to net zero and climate resilience
+ the UK civil service (particularly HM Treasury; Department for Energy Security and Net Zero; Foreign, Commonwealth and Development Office)
+ the UK financial regulators (particularly the FCA)
+ NGOs/trade associations working on climate and/or sustainable finance issues
Good understanding of the UK and international prudential regulatory regime for banks and insurers, as well as wider standards and regulations, including those related to reporting, disclosure, and guidance for pension funds. Finance knowledge - including understanding the UK's financial services ecosystem and regulators and knowledge of relevant climate finance and investment concepts.
