Brief Description

Who are we looking for?

We are looking for a Policy Manager (Human Resources) to fill a Permanent opportunity based in Milton Keynes to develop Network Rail people policy and manage the employment policy governance and framework acting as a centre of expertise on employment policy and legislation.

About the role (External)

What does the average day look like?

The role of Policy Manager (Human Resources) is a multifaceted role in that you will undertake various duties including (but not limited to):

\xc2\xb7 Lead the development and implementation of new people related policies, processes and procedures for Network Rail and any agree implementation plans.

\xc2\xb7 To be a member of the National Policy Committee (TU\'s) and provide specialist advice to the Group HR Director at the Executive Policy Committee and attend as required.

\xc2\xb7 Working with the Industrial Relations Specialists, Business Partners and the business develop and recommend adoption of employment policies which reflect changes in legislation or business need so that the policies are relevant to NR\'s business and/or the Company\'s legal obligations are met.

\xc2\xb7 Set up and maintain a governance framework to control and keep up to date a suite of corporate employment policies and their accessibility on agreed platforms e.g. HR Direct; Connect, HR Online and there is one single access points for all employee related policies.

\xc2\xb7 Act as a centre of knowledge and interpretation on policies, procedures and legislation so that business units are supported in the implementation of plans in accordance with these

\xc2\xb7 Make arrangements so that line managers and HR colleagues are appropriately trained in relevant policies, procedures and legislation.

\xc2\xb7 Provide specialist support and guidance to the business on policies that affect people not owned by HR.

\xc2\xb7 Provide specialist policy input to enable the development of the employee relations (ER) and industrial relations (IR) strategy for the company.

\xc2\xb7 Work collaboratively with the Industrial Relations Specialists to develop and maintain effective relationships with TU representatives to enable agreements to be reached on new and amended policy or business change proposals.

\xc2\xb7 Use Continuous Improvement and Lean methodologies to improve activities and processes

What essential skills and experiences are required?

The successful candidate for this role will be required to be/have: -

1. Proven experience of developing and implementing policy with In depth knowledge of current HR policies and procedures and UK employment legislation

2. CIPD qualified or equivalent or relevant experience to demonstrate level of competence

3. Experience in an HR generalist role

4. Demonstrates strong business/commercial approach and understanding of business needs.

5. Ability to establish professional credibility quickly

6. Passionate about customer service with the ability to deliver successfully against customer requirements

7. Excellent communication skills and ability to negotiate and influence effectively at all levels in the organisation, proven ability to write in \xe2\x80\x9cPlain English\xe2\x80\x9d style

8. Experience of consulting and negotiating with Trade Unions

9. Proven track record of operating in a large complex unionised environment
