Job Description


Cheshire Constabulary have an exciting opportunity for an enthusiastic experienced Project Manager to join our dynamic team. Working within the Strategic Change & Portfolio Management Office you will have the opportunity to lead on the Law Enforcement Data Service (LEDS) Project which is part of a nationally led programme to replace the current Police National Computer system. Employed by Cheshire Constabulary you will provide a service to Cheshire Constabulary for 12 - 18 months to support the seamless and successful delivery of the project.

The role will be based at Winsford HQ, however agile working is available.

Key Responsibilities:

  • Determine and define project scope and objectives.
  • Identify and assess the change impact ensuring any significant changes are captured as part of the business transformation.
  • The successful candidate will have significant experience of managing and developing projects within a diverse workload to a structured project management as well as experience of working with national programmes working in a collaborative environment where an understanding would be advantageous.   • Substantial Business Analysis or technical project lead experience, with knowledge and technical competence in business analysis tools and methodologies.
  • Significant experience of managing and delivering projects within a diverse workload to a structured project management.
  • Expert knowledge of change management methodologies, including project and programme management.
  • Strong communications skills, able to articulate information clearly in written or verbal format.
  • Ability to identify, assess and manage risks to the success of a project.
  • Ability to plan, direct and coordinate activities to manage and implement projects from project initiation through to implementation
  • Proven ability in managing relationships with project stakeholders at all levels of seniority through effective communication.
  • Able to problem solve, with ability to think creatively and provide innovative solutions to problems.
  • Strong interpersonal skills including mentoring, coaching, collaborating, and team building.
  • Ensuring the project deliverables are completed within planned cost, timescale, and resource budget.
  • To work with key stakeholder internally and externally strategies, policies and standards are applied correctly. Provides a technical plan for system implementations and ensures technical resources are made available.
Experience and skills:
  • Excellent understanding of the Project Change lifecycle\xc2\xb7
  • Some experience of software procurement (preparing requirements, tenders, evaluation).
  • Significant experience of developing Business Cases in a Change context.
  • Hold PRINCE 2 foundation/equivalent project management certification.
  • Experience of using Agile Methodologies is desirable.
