The Service
Portsmouth City Council is a dynamic authority with a proven track record of delivery. As the UK \'s only island city, we have a significant in-house parking service operating across the city. We have an internal enforcement function using cameras and Civil Enforcement Officer (CEO) patrols to support the purpose of our parking operations. We also investigate potential permit fraud, have a vehicle removal operation, and deal with abandoned vehicle enquiries. We are developing new ways to harness technology and are successfully exploring how we can creatively use our parking assets to help achieve net zero, improve air quality, encourage behaviour change and shift to public transport.
Your new role
You will lead and manage the Parking Service in this exciting role. As one of six managers within the council\'s transport service you will embed a strategic and evidence based approached to delivery and operational matters, ensuring that the council continues to provide a high quality and critical service. You will lead a diverse team of around 100 staff and will work closely with colleagues, councillors, and key stakeholders to shape the city\'s parking operations and deliver against the transport strategy and wider corporate objectives.
You will be responsible for a \xc2\xa34M expenditure and \xc2\xa310M income budget that covers over 40 permit parking zones, around 3000 on street paid for parking spaces as well as over 20 Off-Street Council run car parks including the 650 space park and ride just off the M275.
What you\'ll need to succeed
You will have a relevant degree level education or relevant work experience with an excellent understanding of the different strands of parking and the impact that transport has upon it, and the wider social, environmental and economic impacts.
You will be a strong leader who is able to demonstrate experience of managing, motivating and developing staff, ensuring resources are well planned and work delivered with targets achieved. You will also have experience of leading and delivering transformational change and business improvement initiatives.
You will have excellent interpersonal skills and be able to communicate well with Councillors and the media as well as members of the public, Unions and staff; using a wide range of communication technology and techniques. You will also have the ability to demonstrate higher level thinking skills, in order to think through issues, make connections and establish solutions which draw on this bigger picture view of transport and environmental improvement.
If you have a good working knowledge of (and you have kept up to date with) relevant processes, legislation, law, best practice and DfT guidelines.
