Applications are invited for an Office Manager with the Reserve Forces and Cadets Association for Northern Ireland (RFCA NI). This full time Crown Service (Civil Service grade EO equivalent) post is available for an immediate start.

RFCA NI



RFCA NI is one of 13 autonomous arms-length bodies of the Ministry of Defence (MOD) with Crown Status. The RFCA NI's role is to provide first-class support to tri-service reserves and MOD-sponsored cadet forces across Northern Ireland.

The Role



The Office Manager plays a pivotal role in the smooth-running of the Association, as well as providing vital HR administrative support and acting as the systems administrator. The role will also include liaising with our key stakeholders, ensuring that they receive a welcoming and positive experience.

The successful applicant will have good inter-personal and communication skills and an ability to manage multiple workloads. Experience of managing an office or retail environment is desirable.

The post holder will be required to work a 37 hour week (excluding lunchbreaks).

Salary and Benefits



The salary for the appointment at commencement is

29,580

per annum plus a Northern Ireland Allowance of 750 per annum. The successful candidate will be eligible to elect to join the Council of RFCAs pension scheme. This is a Career Average Revalued Earnings scheme (CARE).

The successful candidate will be entitled to 25 days' annual leave entitlement on appointment, plus bank holidays. (Annual leave entitlement increases by 1 day per year up to 30 days; those with 5 years' prior service with HM Forces/OGD will start with 30 days' entitlement.)

Requirements



The successful candidate will be required to serve a probationary period of six months and final confirmation of the appointment is dependent upon the satisfactory completion of this probationary period. The successful candidate will be required to be Security Cleared (SC).

General Description of Role



The RFCA Northern Ireland Office Manager plays a pivotal role in the smooth-running of the Association, as well as providing vital HR administrative support and acting as the systems administrator. The role will also include liaising with our key stakeholders, ensuring that they receive a welcoming and positive experience.

Principal Areas of Accountability, Tasks and Duties



RFCA NI Business Delivery

1. Administer, under the direction of the Business Coordinator, the Association's accounts and budgets relating to Office/General administration; Staff and Members' travel & subsistence; IT services, contracts & equipment; and line & telephone rental. This includes management of the travel/administration credit card.

2. Ensure the smooth-running of the Association Headquarters by:

a. Ensuring that guests to the Association are made to feel welcome and are well-hosted by a member of staff.

b. Ensuring the meeting rooms are kept clean and fully functioning; and managing the booking process.

c. Ensuring that all incoming and outgoing mail is processed promptly.

d. Arranging and co-ordinating staff and management meetings.

e. Managing travel and accommodation bookings for RFCA NI staff.

f. Managing the stationery account.

g. Managing the photocopier, broadband and water cooler contracts.

h. Managing the tea bar funds.

HR Administration

3. Under the direction of the Business Coordinator:

a. Ensure that all staff have completed their mandatory training and that all learning is recorded on Cascade.

b. Ensure that staff expenses claims are processed in a timely manner, to allow payment in the first week of every calendar month.

c. Ensure that all staff security clearances and passes are kept in date: process applications for new starters and renewals as required.

d. Assist with recruitment processes, including the management of enquiries and applications; arrangements for interviews and induction programmes; and processing of new starter paperwork.

e. Assist with HR administration on the Cascade system, including uploading of information and running reports.

Regional Systems Administrator (RSA)

4. In accordance with the RSA Terms of Reference issued by the Council of RFCAs, act as IT liaison officer between the Systems Director at the Council of RFCAs (CRFCA) and the RFCA NI staff, ensuring that all CRFCA instructions are fully implemented.

5. Manage the IT-related spending for RFCA NI, under the direction of the Business Coordinator.

6. Manage the Northern Ireland Share Point (NISP), ensuring that all files are regularly weeded, in co-ordination with heads of department.

7. Attend RSA meetings at CRFCA.

Other Duties



8. Contribute to front of house duties where required, including receiving visitors, taking telephone calls and providing logistic support for meetings.

9. Provide support to the Chief Executive and Business Coordinator as required.

10. Deputise for the Business Coordinator in their absence.

This will be reviewed annually and may be amended from time to time, however the job holder will be consulted if such a situation occurs.

The post holder must have, or agree to applying for, Security Clearance (SC). Failure to gain the clearance will result in cessation of employment.

Essential:



Strong IT skills, particularly Excel and use of bespoke software. Excellent communication, interpersonal and presentational skills. Ability to work at pace and manage multiple workloads and shifting priorities. Self-motivated and able to work on own initiative within a team environment.

Desirable

:

Experience at managing an office/retail outlet. Full UK driving licence.
