Essex Police Estate Services Department is seeking to recruit a Mechanical Design Engineer to join a skilled and enthusiastic department. This is an exciting time to join the team, as we embark on an ambitious programme of new build and refurbishment projects across the force. You will be part of the wider, multi-disciplinary Design and Engineering team within Capital Projects, providing technical assurance on design, sustainability, fire, CDM, MEP, cost management and design throughout all the RIBA stages of work.
The team manages all aspects of property related matters from small repairs to multi-million-pound projects and the successful applicants will be expected to partake in both ends of the scale at the dictates of department demand. The team is currently implementing a significant estate transformation programme aimed at modernising the Estate to provide an environment fit for policing now and in the future.
The Mechanical Design Engineer will have a professional background and must be a member of CIBSE, hold other relevant qualifications that demonstrate considerable practical and technical experience within a large-scale organisation in relation to building services management. Professional qualification such as IEng or CEng is essential.
You will have a minimum of four years\' post qualification experience in MEP design and/or construction building services engineering position, within a large-scale organisation.
You will be required to demonstrate considerable design, practical and technical experience in relation to building services management.
You will be suitably qualified and have demonstrable experience of working with all mechanical systems with a sound technical knowledge. You will also have proven experience of managing contractors covering a variety of systems. The ability to identify operational improvements and cost/plan those works following the public sector financial guidelines and procurement routes is a requirement.
You will liaise and positively engage with the project teams participating in backlog refurbishments, new developments and asset replacement schemes as required. You will have front line responsibility for managing contractors and associated disputes.
In addition, the Engineer will be required to undertake a coaching/mentoring role with recently appointed members of staff and contract staff.
The successful applicant will:
Interpret Design Guides and employers\' requirements into appropriate briefing material for delivery partners and subcontractors to use during procurement, design and construction phases of projects.
Undertake technical assurance/due diligence of building systems designs at key project stages, e.g. RIBA stages 2 - 6.
Be experienced in delivering MEP property projects, with ideally a background working for an engineering consultancy or client organisation.
Advise on work package lifecycle costs as part of design management.
Be hands-on, highly skilled, adaptive, and client focused.
Have professional credibility, self-motivation, be proactive, and provide communicative knowledge sharing.
Develop project-specific employer requirements for MEP projects.
Be experienced dealing with customers on the receiving end of mechanical projects.
Be proficient in liaising closely with other professionals, including structural engineers, architects, surveyors, and contractors of in-house and external project teams
At shortlisting we will be looking for essential evidence of the applicant:
Overseeing and supervising the installation of building systems and specifying maintenance and operating procedures
Ensuring the design and maintenance of building systems meets legislative and health and safety requirements
Leading a team to deliver detailed design projects.
Demonstrate strong engineering experience working on IES, Hevacomp and AutoCAD. Proficient in producing all types of 2D building design & technical drawings using AutoCAD and office software products to significantly enhance the quality and/or presentation of work required within the role.
Your ability to manage projects from inception through design and construction, up to and including final account with evidence of effective problem solving.
A good understanding of financial procedures, contract management, surveying skills and project stages.
You will be required to participate in the out of hours, on-call rota.
Your own transport and valid driving licence are essential for this role, as travel will be required.
Successful applicants for this role will be defined as an Office based agile working with designated team area. Works predominantly (60% or more) in Essex Police Headquarters, Chelmsford. The rest of the time works at home or at other police site locations.
