We are recruiting a Housing Needs Research and Data Analyst to work as part of our Housing Needs team and as a key project member of our Homelessness Response programme which has been initiated to deliver organisational priority Manifesto and corporate aims.

About the role

The Homelessness and Rough Sleeping Strategy 2021-2026 sets out an intelligence-led, public health approach to tackling homelessness, and improving access to, and the quality of, housing within the borough.

Prevention is a golden thread woven through everything we do, ensuring residents have access to the support they need, when they require it.

Our overarching aim is to reduce homelessness and eradicate rough sleeping, ensuring no resident is left with no other option but to sleep on the street or be forced to live in dangerous or transient accommodation.

The role is a critical to taking a data and intelligence led approach to tackling homelessness and the post holder will be required to apply a data-led approach to addressing the strategic requirements.

You will lead on data analysis to inform future supply need, affordability and homelessness prevention initiatives and new ways of working for temporary accommodation to improve standards and engagement with residents. You will be confident in the analysis of complex financial data and contribute to financial and demand forecasts relating to housing need and the use of temporary accommodation.

You will be collaborating with technical and non-technical stakeholders to carry out targeted analytics to deliver actionable insight. You will responsible for producing data that is presented to stakeholders ranging from frontline staff to Members and Central Government stakeholders. You will identify requirements for system design work to ensure enhanced user experience and strong data quality within Newham\'s systems.

You will:

  • Manage and run data systems and provide data reports, providing specialist advice to colleagues, making use of a variety of data to measure outcomes, inform decision making and improve service delivery.
  • Lead the data analysis and business intelligence activities within key projects and programmes encouraging innovation and supporting change
  • Use data to predict demand, flag issues, identify solutions, initiate new ways of working, and contribute to delivery of actions to resolve them utilising detailed knowledge to provide advice across services.
  • Support the provision of information and data into performance and business intelligence, reports advice and guidance for review by services areas, Newham Mayor, Cabinet, Councillors, Chief Executive, senior officers and services as required.
  • Apply T SQL and Power BI tools to deliver robust and innovative performance reporting across Housing Needs.

Previous experience of having worked on homelessness or housing needs projects is a bonus. We are looking for a team member who is:

Your experience should include:
  • Understanding and application of statistical techniques and research methodology.
  • Experience of building and structuring detailed performance reports using IT systems.
  • Experience of collating data, analysis and using performance management systems to inform service re-design and improvement to support complex projects.
  • Experience of leading on complex technical data issues including research, policy development and legislation or service changes.
  • Experience of working with senior managers to identify business requirements for automated business intelligence reporting.
  • Experience of using SQL Server and processing, manipulating and analysing large datasets using SQL / T-SQL.
  • Specialist knowledge of building reports using Power BI and publishing & managing apps/workspaces in the Power BI Service
  • Experience of presenting performance management data in accessible ways using different formats to a varied audience.

About Us:

The London Borough of Newham is located only 5 miles east of London. It is well positioned with access to all major networks in London and the south east. It is well connected by public transport with, bus, tube and DLR. When the Crossrail service opens it will call at Custom House close to our council offices and also Stratford station and from there to central London. The London City Airport which serves major European cities is located at Royal Albert Dock. Newham has the youngest overall population in the country. It was one of the six host boroughs for the 2012 Summer Olympics and contains most of the Olympic Park including the London Stadium. It has a thriving arts quarter with the Theatre Royal Stratford East offering excellent entertainment for all the family. There is the University of East London which has two campuses in Newham, one in Stratford and another next to the regenerated Royal Albert Dock.
