Job summary
The Homeland Security Group (HSG) unites capabilities and expertise to deliver better outcomes from the UK\xe2\x80\x99s response to the most serious domestic threats \xe2\x80\x93 Terrorism, Cyber, State Threats and Economic Crime. The group will strengthen coordination and collective focus across a range of growing and overlapping threats, whilst remaining consistent with existing strategies. Working with partners, HSG will foster more transparent and sustainable collaboration between national security, law enforcement and other relevant communities to enhance capabilities and leverage our response to threats. As a part of the Home Office, the role of the Homeland Security Group is to:
Support the Home Secretary to develop and implement strategies to keep our people and interests safe and secure
Build HMG capabilities to reduce national security risk
Reduce volume of, and harm from, economic crime, particularly for the most vulnerable
Work in partnership with public and private sectors in the UK and overseas to deliver better outcomes
Ensure legitimate economic growth and prosperity.
Job description
The Economic Crime Directorate (ECD) is recruiting a Higher Executive Officer (HEO) to join a motivated, inclusive, friendly and supportive team as a Portfolio Analyst to support the Benefits Management system already in delivery. The post holder must be confident and capable of establishing good working relationships with key stakeholders including National Crime Agency (NCA), policing, HM Treasury (HMT), Her Majesty\xe2\x80\x99s Revenue and Customers, the Financial Conduct Authority, and private sector stakeholders. The post holder will be expected to lead on:
Day-to-day management of Benefits Management products for the ECD Programmes.
Regular dashboard analysis for governance groups as part of wider reporting team activity.
Act as secretariat to key Benefits meetings.

We will work closely with you on setting goals for career progression and in sourcing your own training opportunities to achieve your career development objectives. The ideal candidate will be proactive in developing themselves and others and contribute towards the team, department and the wider Civil Service. Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all employees will be expected to spend a minimum of 60% of their working time in an office, subject to local estates capacity, by Spring 2024. Person specification
As part of the role, you will be required to:
Provide clear analysis on the benefits data received from stakeholders
Collaborate with specialist teams and support the Portfolio Benefits and Outcomes Lead in preparing and updating the benefits elements of business cases.
Build and maintain relationships with internal and external stakeholders to ensure benefits data is being tracked in a timely manner and correctly reported throughout the project lifecycle.
Essential Criteria:
Experience of building and maintaining positive relationships, working collaboratively with colleagues and external stakeholders
Effective presentation skills, with the ability to present complex information, both qualitative and quantitative.
Strong analytical skills with experience on dashboards, with an understanding of how to use Microsoft Excel and/or PowerBI
Positive and pro-active approach to working in a busy team, juggling competing priorities within a fast paced environment and taking on more stretching tasks when appropriate.
Desirable Criteria:
Experience or a willingness to gain experience developing and drafting HMT 5-case Green Book Programme Business Cases.
