Medicines and Healthcare products Regulatory Agency has an exciting opportunity for an experienced Head of Strategic Finance to join our Strategic Finance Team in the Corporate group. This role is open on level transfer, or on promotion. Civil Servants applying on promotion will be appointed to the salary minimum or within 10% of their existing salary.
This is a full-time (part-time requests of 0.8-0.9 FTE would be considered) opportunity, on a fixed-term/loan/secondment basis for 1 year (expected start date 01/12/2023). The role will be based in 10 South Colonnade, Canary Wharf, London, E14 4PU. Please be aware that this role can only be worked in the UK and not overseas. We are currently implementing a flexible, hybrid way of working, with a minimum of 4 days per month working on site to enable the collaboration and contact with partners and stakeholders needed to deliver MHRA business. Attendance on site is driven by business needs so depending on the nature of the role, this can flex up to 8 days a month, with the remainder of time worked either remotely or in the office. Some roles will need to be on site more regularly. Who are we? The Medicines and Healthcare products Regulatory Agency enhance and improve the health of millions of people every day through the effective regulation of medicines and medical devices, underpinned by science and research. The Finance function was transformed during 2020/21 and is now structured in line with the Government Finance profession standard operating model around Strategic Finance, Finance Business Partnering and Financial Control. All three of these are the responsibility of the Deputy Director Finance. Finance lead on the preparation of the Agency\xe2\x80\x99s statutory accounts, the management of risk and the financial control environment. They support the Audit and Risk Assurance Committee (ARAC) in the coordination of the internal audit plan (provided by the Government Internal Audit Agency) and ensure compliance with all HM Treasury (HMT), Department of Health and Social Care (DHSC), National Audit Office (NAO) and Accounting Standards requirements and guidelines. The team provide management accounting, financial planning and business analysis services and management accounts and additional analysis for ExCo.

Job description


This role within the Finance Division leads the Strategic Finance team of 4 people. The team is responsible for effective strategic and operational modelling, forecasting and analysis to create business and finance insight and support medium to long term decision-making and policy setting at MHRA. The postholder will lead in delivering high-quality advice to the Senior Managers and the Board adding valuable business decision making insight. The Head of Strategic Finance will lead the medium-term financial strategy (Rolling forecast and Spending Review) and short-term (Annual) business planning and budget-setting process and work closely with Directors, Senior Managers and Budget Holders to ensure best practice and financial insight is delivered to inform and support key decisions. This broad role also leads and contributes to an effective performance management and governance process at the Agency by providing transparency to the current and forecast financial performance.
Key responsibilities:
  • Performance Reporting \xe2\x80\x93 Input into annual Key Performance Indicators (KPIs), development and delivery of financial information and non-financial KPI\xe2\x80\x99s to the Board, the Executive team, Directors and other senior managers, including tracking progress against KPIs, key projects and programmes.

  • Budgeting \xe2\x80\x93 Lead on setting the framework, development and delivery plan for the departmental and consolidated budgets for the Agency. Proactively contribute to cost base reviews and scenario planning.

  • Forecasting - Lead on the preparation of regular quarterly and full year financial forecasts for the Agency as a whole, centres and divisions, giving advice to Directors on financial management to achieve agreed budgets, respond to emerging pressures and solve complex financial problems.

  • Medium Term Financial Strategy (MTFS) \xe2\x80\x93 Lead on the setting the framework and delivery plan for the Agency\xe2\x80\x99s MTFS, Medium Term Financial Planning and Spending Review Activities. This will include leading on and agreeing key assumptions and data inputs to feed into financial models.

Person specification


Our successful candidate will have a professional qualification (CIPFA, ACCA, CIMA, CFA) and significant experience in Business Partnering, Financial Planning or Decision Support and able to demonstrate how they have driven operational engagement, budgeting and medium to long-term planning. You have led or have had extensive input into a Spending Review process and annual budget setting process, including agreeing key assumptions and data inputs to feed into financial models. You will also have extensive experience of leading high-performance team/s and supporting senior level management as well as have ability to challenge perceptions and influence executive decision-makers to steer them towards to the most effective decision.
