Job summary
Almost every individual and business in the UK is a direct customer of HMRC, as we collect the money that pays for the UK's public services and gives people who need it vital financial support. Over recent and coming years, our work never has been, nor will be, more critical as we rebuild and secure our nation's future.
With these demands in mind, and as one of the largest and most digitally focussed organisations in the UK, sits the Customer Strategy and Tax Design directorate. Our team is driving towards a high performing trusted and modern tax administration system - one that brings in revenue for public services which promote sustainable economic growth and support millions across the UK.
Critical to this is Enterprise Architecture- sitting at the heart of HMRCs IT strategy. As Head of Enterprise Architecture, you will be leading a team responsible for technical and solution design across all enterprise-wide programmes and projects within HMRC, involved in work that spans the organisation and cross government initiatives to innovate on new ideas and services.
###
Job description
To deliver this important agenda, as Head of Enterprise Architecture, you will:
Lead an Enterprise Architecture function of c. 50 people, ensuring that the correct resources and capabilities are in, while building an engaged and inclusive culture.
Own the strategic roadmap and delivery of the end-to-end lifecycle of a portfolio of Enterprise platform services
Create a comprehensive Implementation Strategy for Enterprise Architecture based on business strategy and requirements- understanding, advocating and supporting wider HMRC Strategy.
Define Enterprise Architecture policies and standards to ensure they are relevant, current, visible and applied consistently across HMRC in-line with strategic and architectural principles.
Represent the CTO in key and critical programme and xGov boards
Effectively "sell" the Enterprise Architecture process by advocating technology architecture, its outcome and ongoing results, to ensure enterprise adoption and success.
Develop strategic technology roadmaps aligned with both business needs and technology standards.
Coach and mentor development colleagues in Enterprise Architecture practices.
###

An excellent people leader and manager, with the ability to build and lead highly skilled technical IT teams, with a successful track record in driving cultural change.
A demonstrable track record of engaging with and influencing senior stakeholders - both internally and externally -providing clarity on complex issues to both technical and non-technical audiences.
Resilience to operate under pressure and respond quickly to changing circumstances and tight timetables as priorities evolve and escalate.
An ability to effectively engage and manage vendors in a multi-supplier environment- demonstrating an understanding of both market pressures and commercial realities.
A customer-oriented ethos delivering tangible benefits in large and complex environments.
Ideally TOGAF9 certified or able to reference relevant technical experience in similar architectural environments throughout recent career.
This role is open to public sector and private sector candidates and would suit someone with experience of working inside large scale organisations. Your work will impact many businesses in the UK and abroad, serving millions of people across the UK and represents an opportunity to lead and influence Enterprise Architecture strategy at a scale rarely matched and at the highest levels within the civil service.
