The finance function plays a crucial role in enabling the Department to fulfil its strategic objectives. Approvals are a key aspect in the delivery of policies and spending decisions and need to operate effectively and efficiently to enable key decision making and delivery. An opportunity has arisen to play a pivotal role in the Finance Directorate in the Financial Governance and Control Team, to ensure that its finances are managed within the framework outlined in Managing Public Money, and that there are adequate delegations, controls and reporting arrangements to provide assurance to the board, the Accounting Officer and ultimately ministers.
Job description
The Financial Governance and Control function has recently been refreshed and this is an opportunity for the successful candidates to lead on the development of new products and processes, embedding them into ways of working across all business areas. Both the SEO roles comprise of ensuring colleagues and stakeholders have a clear understanding of controls guidance and that guidance for the departmental Group is current and accessible for stakeholders planning spend. A key part of both roles is collaborating with leads across a diverse and interesting Department to facilitate compliance with the Financial Control Framework, working effectively with internal and external stakeholders, making sound judgements to interpret and apply rules and policies.

Role responsibilities: The successful candidates will undertake work from the following key responsibilities for the team:
In year financial control and governance \xe2\x80\x93 Contribute to the development, communications and maintenance of controls across the departmental Group to ensure DHSC\xe2\x80\x99s Financial Control Framework and delegations meet external (HM Treasury and Cabinet Office) requirements and are in line with the Departments\xe2\x80\x99 and its Ministers\xe2\x80\x99 appetite for risk. Monitor and mitigate key control risks.
Assurance and Risk- responsible for the Finance Directorate\xe2\x80\x99s assurance mapping regime, as well as providing advice and solutions for any gaps.
Centre of expertise \xe2\x80\x93 Provide high quality advice, guidance and support on a broad range of governance and control queries that meet customer needs and ensure controls are followed. Build capability in others by providing training and teach-ins to key stakeholders.
Working with internal teams and ALB stakeholders \xe2\x80\x93 Develop in depth knowledge and understanding of risk, assurance, spending controls and the requirements of Managing Public Money to ensure business case owners obtain timely, appropriate approvals prior to committing spend. Identify, build and maintain relationships with key stakeholders by understanding their strategic direction and objectives, and ensuring compliance with the Department\xe2\x80\x99s Financial Control Framework.
Financial improvements \xe2\x80\x93 Support the ongoing process of improving financial capability and proactively seek ways to improve systems and processes, implementing recommendations from internal and external reviews of the Department\xe2\x80\x99s systems of control.

Key skills and experience required for the role: These skills are essential:
Experience of building and maintaining strong stakeholder relationships. You will also need to quickly build relationships across teams and with senior officials and be able to collaborate and deliver through other teams.
Excellent interpersonal skills including the ability to communicate effectively (written and verbally) with staff and stakeholders at all levels.
Extensive experience of effective decision making, consulting with stakeholders to ensure impacts and risks are understood before presenting timely recommendations.
Ability to work independently on defined projects, or co-ordinate the delivery of components of larger projects, to deliver within agreed timescales.
Good organisational skills and a proven ability to plan and manage competing priorities.
These skills are desirable:
Experience of working in a financial and control role.
Knowledge of Risk and Governance.
A CCAB /CIMA qualification would be advantageous, qualified/ part qualified / currently studying.
