Finance Manager | Full time and Permanent | Bedford | Salary up to \xc2\xa350,000

Ashley Kate are working with a client who are searching for a Finance Manager to join their team.In this role you will be providing financial expertise and assurance to support the Chief Accountant in the effective management control of the authority\'s Medium-Term Financial Strategy, corporate revenue budget, capital programme and Annual Closure of Accounts process.
About the role:
\xc2\xb7Manage, motivate and develop the Finance team co-ordinating and planning their workload and monitoring progress to ensure that work complies with statutory regulations and organisational policies and objectives that are in place.
\xc2\xb7Contribute to the Financial Planning processes, advise and recommend solutions to issues that may arise in the production of a Medium-Term Financial Plan which delivers against the objectives of the wider Service.
\xc2\xb7Ensure timely and accurate budget monitoring (revenue and capital) is received from budget managers and provide robust challenge to budget managers. Produce quarterly draft financial reports for review by Chief Accountant to be sent to; Corporate Management Team (CMT) and Corporate Officers.
\xc2\xb7Alongside the Chief Accountant lead in the development, management and production of year-end accounts, ensuring compliance with statutory regulations, financial policies and deadlines.
\xc2\xb7Responsibility for the day to day Treasury Management activities of the organisation identifying and exploring new investment opportunities for investments (currently c.\xc2\xa316m) whilst adhering to the legal and statutory framework for such activities.
\xc2\xb7Develop and maintain effective relationships with external stakeholders including audit and providers of statutory financial information for valuations, IAS19 pension reports and Treasury management advice.
\xc2\xb7Responsibility for drafting the quarterly finance performance reports; production of year end reports and associated input into the Financial Statements, including regarding Corporate projects for sign off by the Chief Accountant.
\xc2\xb7Maintain the accuracy of financial general ledger regarding expenditure and income in line with statutory regulations and the policies and procedures of the service.
\xc2\xb7To undertake any other duties of a similar level and responsibility as may be required.

About you:
\xc2\xb7Fully Qualified Accountant (open to candidates who will become qualified in 12 months)
\xc2\xb7Local Authority experience
\xc2\xb7Strong experience with closing and preparing local government accounts
\xc2\xb7Ability to provide and present complex financial modelling to non-finance managers in an understandable and transparent way both orally and in writing
\xc2\xb7Experience managing a team
\xc2\xb7Committed to maintaining confidentiality
\xc2\xb7Experience using Finance systems/software
