The Enterprise:

The Industry Partnership for Digital Railway is a national and cross industry enterprise led by Network Rail with the mission of creating the next generation railway. This pioneering industry partnership will deliver a major transformation through the deployment of digital train control technology known as the European Rail Traffic Management System (ERTMS) also known as digital signalling. This represents a migration to a safer, higher performing, more resilient, more efficient, better skilled, more productive, and greener railway, delivering passenger benefits in the areas of safety, punctuality and resilience, and taxpayer benefits in the areas of reduction in capital and whole life cost.

At the forefront of this mission is the delivery of the , which is the first intercity railway to migrate to digital signalling and is the third phase of the digital railway masterplan. Over two thirds of the investment in East Coast is not exclusive to this investment case and will enable other parts of the network, making this the major network catalyst, and as the first intercity railway to migrate to digital signalling, the learning platform for the masterplan.

The delivery is organised as a multi organisation industry partnership programme undertaking one of the most complex endeavours in industry and has the central and overarching priority of integrating tens of organisations to migrating to a state of digital signalling operations, as well as establish the learning network model.

The development is organised as an industry portfolio model with the principal mission of enabling the digital railway masterplan in its key building blocks in control period 7 and building industry capability for regional and route delivery, establishing a new market capability, encoding the operating model and removing the major technical, commercial and organisational barriers.

Brief Description

We are recruiting for a Finance and Commercial Director for the Industry Partnership for Digital Railway.

This is an industry leadership role that brings together the Finance and Commercial functions into an integrated capability central to the industry investment operating model.

The role is accountable to the Director, Industry Partnership for Digital Railway and will lead the strategic financial and commercial management of the industry programme and the development and deployment of commercial strategies and associated partner and supplier relationship management. The role will be responsible for directing financial and commercial governance and delivery activity across the industry programme, and provide leadership, strategy and assurance of industry investment across multiple partner and delivery organisations.

Knowledge and experience of leading strategic change in a multi-organisational environment, as well as awareness and understanding of the implicit challenges faced by industry (Routes, Operators and their supply chains) migrating to digital signalling would be valuable.

About the role (External)

Accountabilities:

1. Lead and motivate the finance and commercial teams to provide a high quality service to the business, and as business partners provide an efficient and effective service to clients. Lead and inspire the team to maintain full engagement in meeting business objectives whilst adhering to professional reporting lines.

2. Lead financial and commercial transformation to drive exceptional financial and commercial performance and control through development of improvement plans and new innovative ways of managing the programme.

3. Direct the strategic financial decision making across a major programme and lead the business planning and reporting process in delivering business objectives, including periodic reporting of business liabilities including cost, schedule, outturn, and lead target setting.

4. Own and implement the operation of the governance framework relating to Commercial activities, including the review and approval of contract strategies, awards, and variations within agreed delegated authority limits. Appraise all investment proposals and provide analytical information to enable informed investment decisions to be made, including supporting the business in the development of credible benchmarking and bid management tools and competencies.

5. Develop and lead the accounting compliance framework and manage the application of the financial regulations consistent with accounting policies, maintaining continued best accounting practice and a high standard of internal financial control.

6. Lead the major programme\'s relationship with its external auditors and manage the relationships with Network Rail Group Finance on all financial and regulatory accounting matters and provide the financial information to justify regulatory accounting decisions.

7. Work in conjunction with the major programme delivery teams and the supply base to improve commercial management processes and to create more collaborative relationships with suppliers.

8. Provide specialist advice on all contract, procurement and commercial issues and maintain links with other disciplines, programmes, and regional teams to develop joint initiatives, deliver improvements and maintain consistency in the commercial approach across the supply market.

9. Promote standards and strategies for the avoidance and minimisation of claims against the major programme, and report, manage and support the business in the notification and resolution of claims, pursuing recoveries where applicable.

10. Lead the adherence to the Regional Quality Policy and the assurance activities to confirm adequacy of planning and internal controls, determine compliance to governance requirements and identify risks. Manage the continued compliance to the requirements of the achieved system certifications e.g. ISO 9001, 14001 within the major programme.

Essential:

\xc2\xb7 Full membership of relevant professional body (CIMA, RICS, CIPS)

\xc2\xb7 Substantial post qualification experience in senior financial and/or commercial roles, including significant experience in the commercial management of high value, complex contracting situations

\xc2\xb7 Successful experience of working in a matrix management organisation

\xc2\xb7 Demonstrable strong leadership skills, with the vision and ability to establish cross-functional relationships and drive cultural/organisational change

\xc2\xb7 Proven exceptional interpersonal skills, possessing the ability to interact and maintain credibility with people at all levels across the organisation, up to and including Board level as well as with industry stakeholders

\xc2\xb7 Exceptional negotiating skills and experience in the negotiation and resolution of complex claims

\xc2\xb7 Proven strong influencing skills with the ability to direct and motivate to deliver through others

\xc2\xb7 Numerate, analytical, and articulate

\xc2\xb7 Relevant experience in the successful contract and procurement management of major programmes work in the construction and/or rail industries

\xc2\xb7 Experience within different finance disciplines within Network Rail and/or external organisations within the Commercial, Engineering and Construction sectors

\xc2\xb7 Successful Regulatory Accounting and PLC reporting experience
