Hills Road Sixth Form College is looking for a professional, highly organised Estates and Compliance Manager (ECM) to join its busy Estates Team.

This role is primarily an office-based, administrative position that will report to our Director of Estates and manage a team of skilled Caretakers and a wide range of external contractors. The successful candidate will manage all routine maintenance and repairs at our extensive site located on Hills Road, Cambridge.

This is a facilitating, administrative role that requires an individual with a core skill set that includes capacity, organisation, attention to detail, project management, and diplomacy skills that can be delivered across a wide range of teams. Prior technical knowledge of facilities management is not a requirement, but the successful candidate must have an open, learning mindset and willingness to learn about the estate and its services. Knowledge and experience of working within the education sector, whilst desirable, is also not essential. However, all candidates need an understanding of the range of needs of a diverse workforce and be committed to making a difference to young people's lives.

The Post



The College is seeking to make a full-time, permanent appointment to the newly refreshed post of Estates and Compliance Manager. The role will manage all routine maintenance and repairs and manage our compliance programme at our extensive site located on Hills Road, Cambridge.

This role is primarily an office-based, administrative position that will report to our Director of Estates

Strong communication skills are essential as the postholder will be liaising with a range of people both within and outside the College. Reliability, integrity, a practical proactive approach and the ability to operate under pressure in a changing and sometimes demanding environment are a prerequisite.

The responsibilities of this role have recently been handled by a range of other staff, and so there is a depth of experience to call on, strong line-management and excellent help from colleagues to support the relaunch of this role. The ECM will sit with the Director of Estates and the Estates and Lettings Officer in a shared office space.

We offer a generous salary of 44,544 p.a. plus membership of the Local Government Pension Scheme with employer contributions of a further 23.9% per annum. This is a full-time position; however, substantial part-time applications would also be considered.

The Department



The Estates team is small but effective, and many of the team have deep experience of the site and its services. We have a mixed age portfolio of buildings on a site which is very compressed and very full. The nature of the College terms means our work must be carefully prioritised around keeping the site working operationally during term times and then completing project work during the vacation periods. This means detailed planning, attention to detail, and strong communication skills are essential. There are also 4 Caretakers, who take care of the site on a shift system; manage security and day-to-day maintenance tasks. We have a solid group of reliable contractors for the larger, more technical aspects of site maintenance, and the ECM will be responsible for scheduling their work and ensuring all compliance requirements, including safeguarding, are in place and recorded.

The ECM will also lead the College cleaning team in their year-round endeavour to keep the estate a safe, clean and operational environment for staff, students and visitors.

The Estates team also includes the Estates and Lettings Officer who manages space utilisation, a part-time electrician, and has some shared hours from other staff members throughout the year.

We have a new piece of asset management software, which while initially loaded with data, has not yet been brought fully into our facilities management. The ECM will become the 'subject matter expert' on this software and will lead on ensuring it supports the safe and effective management of our estate.

Compliance will also be a substantial element of this role, not just ensuring compliance such as H&S, COSHH etc, but also managing the timely update process for all College policies.

As this is a refreshed role, there may be some flexibility around the responsibilities of the post, if applicants bring slightly different experiences, for example Data Protection, First Aid training etc. What is more important to the existing team and the College, is that the successful individual is a problem solver, with an open, learning mindset, who can plan, organise, record and communicate effectively.
