Derbyshire County Council is seeking a Director of Property to lead the strategic and operational management of the Corporate Property Division to ensure the development and delivery of effective, efficient, and responsive property asset management to meet the needs of the council, its users, and the people of Derbyshire.

Reporting directly to the Executive Director of Corporate Services & Transformation, you will have the opportunity to lead and manage the provision of Corporate Property services; define operational and strategic service priorities, drive change projects and lead continuous service improvements aligned to the Council\'s Asset Management.

Key Responsibilities:

  • Ensure the Council fulfils its statutory and fiduciary responsibilities in respect of asset and property management
  • Ensure the effective provision of asset and property management, including estate management, construction related services, energy management, programme and project management and facilities management to the Council
  • Provide strategic advice and expertise to the Managing Director and Executive Directors, advising the Council on all property and construction related matters and act as the Council\'s Corporate Property Officer
  • Utilising opportunities for the purchase, development or disposal of land and property assets to contribute to the local economy and communities in accordance with council plans and strategies
  • Work in partnership with other public sector bodies to optimise the use of land and buildings to deliver cost effective and customer focused services.
Qualifications Required:
  • Degree in relevant disciplines, and/or leadership and management qualifications, and/or significant experience
  • Hold an appropriate membership to professional body, CIOB, RIBA or RICS
  • Evidence of recent and on-going continuous professional and personal development
Experience Required:
  • Significant experience working at a senior level in a multi-disciplinary property services environment with a breadth of understanding of all areas that the role is responsible for
  • Experience of leading a large directorate within a complex, diverse and unionised organisation, and leading change and transformation, establishing a mandate for change, and inspiring the workforce to improve
  • Excellent knowledge of the impact of underlying demographic, social or political drivers, and understands the formal and informal politics at the regional and national level and what this means for the Council
  • Evidence of cultivating a high-performance, cost-effective culture, which delivers outstanding outcomes, through a variety of mechanisms, including structure, working methods, contracts, etc
  • In-depth understanding of legislation/regulation and best practice within area of property and the wider sector. Understanding of national and local government developments, policy, and emerging trends
