The House of Lords is the second chamber of the UK Parliament. It is independent from, and complements the work of, the elected House of Commons. It plays a crucial role in examining bills, questioning government action and investigating public policy. The House of Lords Administration is the corporate body responsible for supporting and strengthening the work of the House. Employing c700 talented full and part-time colleagues across a diverse range of roles and functions. The Administration is led by the Clerk of the Parliaments who is Chief Executive and Accounting Officer, and who chairs the House of Lords Management Board. The Role The HR Director will lead the Human Resources Office who provide strategic people services to the House of Lords Administration across HR Business Partnering & Advisory Services, Employee Experience & Reward, Inclusion & Diversity, and Organisational Capability. The HR Director will be supported by the HR Senior Leadership Team. The HR Director will have a central role in progressing the people strategy of the Administration, developing our people and our culture. Responsible for both day-to-day and strategic human resources leadership and advice, the successful individual will drive the embedding of our organisational design and development function, oversee our review to our Inclusion & Diversity strategy, and work with the team to provide support with building our new HR & Payroll System. Leading a team of 31, and managing a budget of \xc2\xa32.3m, they will build and maintain effective relationships both internally and externally and lead the Human Resources Office in the provision of an excellent HR service and work collaboratively with House of Commons and Parliamentary Digital Service colleagues on programmes requiring strategic HR input. Our ideal candidate is an outstanding, collaborative, and inclusive leader, who will be compelling, comfortable, and credible working with Boards, Committees, and a wide range of senior stakeholders, both within and outside the House. Your communication skills are impeccable, your political antennae sophisticated, and your capacity to both influence and challenge in a complex space exceptional. You will apply these qualities and more to deliver a high-quality human resources service to the Administration, combining strategic overview with first class operational experience and focus on developing HR systems, processes and practices, and the metrics required to support those strategic goals. You will bring proven operational experience leading and managing human resources in a complex organisation; extensive knowledge of employment law, HR best practice, and complex employee relations issues; and a track record of realising positive outcomes via inclusion and diversity programmes. Equally important will be your ability to influence, advise and inspire at all levels. You will also be a Chartered Fellow of the CIPD.
