Salary:

The starting salary is 90,336, which includes allowances totalling 2,928.


The salary is broken down as 87,408 basic salary, which will increase annually until you reach the top of the scale 96,341 Plus, a location allowance of 1,928 and a non-pensionable allowance of 1,000.

The police vehicle fleet is an important physical asset. It enables officers and staff to do their job, carries key equipment required, and provides safe transportation for the public / prisoners.


The role of Fleet Services is to keep the Met mobile, ensuring we can detect, respond to, and prevent crime whilst building public trust and confidence. The complex needs of modern policing requires a wide range of vehicle types. We operate a fleet of over 5,200 assets on the road and river, as well as over 1,000 pedal cycles. London is the most complex and diverse city in the UK, and our fleet is reflective of that. We currently have over 220 different types of vehicles supporting all operational commands including armed response vehicles, HGVs, patrol cars, motorbikes and pedal cycles.


Customers can be broadly grouped into three strategic pillars - Frontline Policing, Met Ops & Performance, and Counter Terrorism / Specialist Operations. Collectively this covers pan London requirements as well as national CT responsibilities.


The overall fleet requirements and volumes are owned and governed by operational leaders at the Strategic Fleet Board. Operational teams are accountable for the volume of fleet required to undertake their roles, and Fleet Services support and enable effective decision making through provision of information and technical / industry knowledge.

Key responsibilities




The Deputy Director - Fleet Operations is responsible for achieving all service related outcomes from our operations, supporting the Director of Fleet Services to deliver effective fleet and mobility solutions that meet the dynamic operational needs of all MPS commands (including CT).


The service is integral to ensuring MPS vehicles support all aspects of day-to-day policing; meet strategic targets; deliver sufficient flexibility to respond to evolving crime and policing needs; and can be relied upon to help protect those living and working in London.


The role holder will work with 3 team / pillar leads within the overall structure to ensure that Fleet Services is delivering an effective service to customers. They will focus on effective and efficient operations, across Service Maintenance & Repair Operations, Customer Relationship Management and Operational Support & Contact Centre teams They will also deputise for the Director of Fleet Services as required.

Executive Leadership - As part of the Fleet Senior Leadership Team, be responsible for our medium and long term fleet strategy, including investment, service delivery improvement, Sustainability and team culture. Deputise for Director - the Deputy Director will be one of the two deputies for the Director in both internal and external facing responsibilities, ranging from interactions with senior policing stakeholders on fleet requirements to working with suppliers at senior levels to improve daily service delivery and deal with operational challenges. Day-to-day service - work with the operational pillar leads in Fleet Services on a day-to-day basis to ensure that Fleet Services are performing effectively, managing and monitoring against the performance indicators in place for the service. Ensure that any areas where performance is less than expected are thoroughly investigated and improvement actions put in place to bring these back to tolerance as soon as possible. Cross-service improvements / Business Change - take a leadership role for internal changes required in Fleet Services, working will all pillar leads to implement effectively. Ensure a culture of continuous improvement is embedded into all teams. Ensure that any corporate priorities and business cases are signed off at the appropriate MPS Governance Forum and have stakeholder support across required business units. Customer Relationships - work with the pillar lead to build and maintain senior customer relationships to ensure Fleet Services are reflecting customer needs and requirements in the delivery of services. Customer Contact / Demand - work with the pillar lead to ensure that all day-to-day demand into the service is handled effectively, making bookings with the right teams / suppliers and ensuring a great customer experience. Repair and Maintenance Services - work with the pillar lead to oversee delivery of repair and maintenance services for over 5,300 assets across 6 key workshop locations around London and a range of supplier sites, ensuring a safe, fit-for-purpose and available fleet. Ensure the teams are focused on their key performance indicators including availability of the fleet, compliance, and quality. Financial management - take a leadership role for monitoring financial spend across the business unit, working with all pillar leads to ensure that services are being delivered in line with revenue and capital budgets. Ensure that any financial risks to the business unit are clear and that risk mitigation options are discussed, agreed and implemented. Overall team culture and workforce management - working with the pillar leads to ensure that the culture of Fleet Services is improved and provides an effective and supportive working environment for staff. Take a leadership role in the workforce plan for Fleet Services, ensuring that the business unit is focused on the future skills/capabilities required and has plans in place to achieve this through retention / progression and recruitment.

This post requires access to the most sensitive intelligence material on a daily basis. Applicants must hold or be prepared to undergo National Security Vetting (NSV) Security Check (enhanced) (SC(e)) level before taking up the post.


Additionally, this material is of particular sensitivity to the UK and its distribution must be restricted to UK nationals. In approved circumstances dual nationals (of which one element is British) may also be granted access. However, in the event that potential conflicts of interest cannot be managed the post holder will not be able to see the intelligence material and will not be able to perform their duties. For the purpose of safeguarding national security and in line with Cabinet Office Policy, supported by Section 82(2) to (4) of the Police Reform Act (2002), applicants who do not hold or acquire Security Check (enhanced) (SC(e))

Experience



5 to 10 years experience leading operations and teams to deliver, including delivering to and exceeding performance metrics, across service delivery, people, quality and cost. Experience of managing suppliers to deliver goods and services in a complex organisation Experience in leading teams through change, including to processes, systems and ways of working Experience managing technically skilled colleagues and being able to support management to a set of clear technical standards Track record of translating organisational vision into solid, measurable achievement
