Brief Description

As a Cost Planning Manager you will undertake cost planning for rail renewal and enhancement schemes during the development and design process and work collaboratively with the development and delivery teams.

This role can be based in either Manchester, Birmingham, or Crewe. This is a great opportunity for Estimators, Quantity Surveyors, or Commercial Managers.

About the role (External)

As a Cost Planning Manager in Capital Delivery, you will:

\xc2\xb7 Working knowledge of how cost planning techniques are used in the financial control of projects during the development and design stages of a project.

\xc2\xb7 Develop accurate and comprehensive cost plans in accordance with the Cost Planning policies, processes and the Governance for Railway Investment Projects (GRIP) in a timely and efficient manner.

\xc2\xb7 Develop cost plans in accordance with the Rail Method of Measurement format and structure.

\xc2\xb7 Produce cost plan reports in accordance with the Cost Planning policies and processes to support the basis of all cost plans.

\xc2\xb7 Implement, manage and control the Cost Planning policies and processes at a project level.

\xc2\xb7 Working collaboratively with the function project teams develop and promote cost planning good practice.

\xc2\xb7 Complete and submit project and rail work activity-based cost model cost data through the \'Cost Analysis Framework\' (CAF) process at early project lifecycle stages into the \'Railway Cost Information Service\' in accordance with the Cost Planning policies and processes in a timely and efficient manner.

\xc2\xb7 Continue professional development within own technical area of expertise to be able to give best practice advice in line with business objectives.

\xc2\xb7 Proficient in the development and use of Unit Cost Modelling for railway-based work activities and provide improvement initiatives.

\xc2\xb7 Work collaboratively with the Risk and Value Team so that all cost plans are supported with the appropriate Risk Allowance in accordance with the Cost Planning Framework.

\xc2\xb7 Work collaboratively with the Sponsors, Development Managers and Route Asset Managers (RAMs) to produce Life Cycle Costs through the use of the Cost Benefit Asset Lifecycle Tool (CoBALT).

\xc2\xb7 Understanding of Commercial Policies and Governance.

Essential criteria

\xc2\xb7 Knowledge of Cost Planning and Estimating processes and techniques.

\xc2\xb7 Knowledge of Cost Analysis, Cost Modelling and Benchmarking processes and techniques.

\xc2\xb7 Qualified in Cost Planning, Estimating and / or Quantity Surveying.

\xc2\xb7 Experience of civil engineering infrastructure projects and / or building projects.

\xc2\xb7 Relevant successful experience of the provision of Cost Planning, Estimating and / or Quantity Surveying services in a project environment.

\xc2\xb7 Understanding of the project management, planning, risk assessments and management, and investment authority processes associated with building and / or civil engineering infrastructure projects.

\xc2\xb7 Good communication, analytical, presentation and reporting skills.

Desirable criteria

\xc2\xb7 Qualified to a professional standard in cost planning, estimating and quantity surveying through membership of the Royal Institution of Chartered Surveyors (RICS) or equivalent body.

\xc2\xb7 Educated to degree level.

\xc2\xb7 Experience of appropriate Cost Planning, Estimating and Unit Cost Modelling computer software systems.
