MAIN DUTIES AND RESPONSIBILITIES ICB Business Planning & Budget Setting Work corporately with finance colleagues within the ICB: Input into the wider ICB and system financial plans (including service redesign). Financial strategy and policy development. Preparation of external financial reporting. Ensuring that the ICS achieves its financial targets.
Ensure that high quality financial management and professional advice is provided to support the contracting process for the ICB. Ensure that processes and systems are integrated and standardised as appropriate. ICB Organisational Performance Management, Monitoring & Reporting. Provide support to the delivery of complete, accurate and relevant monthly performance reporting, enabling financial performance and risks to be fully reported.
Ensure that reporting processes are integrated with other services e.g. informatics and performance management. Contribute to the development and implementation of standard systems and processes. In depth analysis, interpretation and production of complex and multiple reports that link financial and service performance.
Financial review Represent as appropriate the ICB finance team for contractual operational, monitoring and negotiation meetings with providers. Provide contract finance support to regular accountability meetings with providers. Discussing financial review of the ICB financial position and key factors affecting performance within all major activity/expenditure areas. Provide expert advice on appropriate risk assessed actions as required.
Contract Planning, Agreement Financial Monitoring, Review & Reporting Provide effective, specialist contract financial support including: - Analysis of contract expenditure to ensure that it falls within national requirements, and also within parameters set within the agreed annual contract. Inclusion of key financial criteria necessary for effective contract management. Providing expert financial advice and support in the contract negotiation and agreement process including contract terms, payment mechanism and performance measures. Financial performance monitoring and risk assessment.
Provision of contract performance reporting, including key performance issues and risks. ICB Business Development support Provide specialist financial support as appropriate to support Strategic and Operational Planning including: - Providing technical financial support, analysis and appraisal on procurement of healthcare services, e.g. tendering/AQP Service design and options evaluation. Project implementation, review and evaluation.
Service review process. Support the development of business cases. Policy and Service Development Ensure compliance with internal and external controls. Contribute to national consultations for the development of payment systems and other relevant subject areas.
