The Role
AIHSP is seeking a part-time International Health Security Adviser, who will provide strategic advice on the current state of health systems in relation to health security, including essential health care services, laboratory and diagnostic services and hospital triaging and referral systems and provide recommendations for AIHSP support. This position will support the Team Leader to ensure that the program has sufficient international expertise to support the program expansion towards health system reforms, including primary health care and public health.
This role will:
Provide strategic advice on strengthening health security, pandemic preparedness, and emergency response systems.
Provide advice on the current state of health systems with relation to health security, including essential health care services, laboratory and diagnostic services and hospital triaging and referral systems, and provide recommendations for AIHSP support.
Provide mentoring on health security related issues for the AIHSP team in Indonesia and its Indonesian advisers
Provide global health security lessons learned particularly on the roles and management of health facilities (both public and private) during health emergencies to inform AIHSP planning and implementation.
Contribute to the health security gap analysis and gap analysis report.
Assist in developing networks with relevant Australian and international institutions, in consultation with DFAT, including with the Department of Health, Australian universities, UN agencies, non-governmental organisations and other institutions to strengthen local capacity.
Provide input into the AIHSP Monitoring, Evaluation, Research, Learning and Adaptation (MERLA) Framework and Plan.
Contribute to learning forums to reflect on progress including the 6-monthly reflection and review workshops and other events with AIHSP stakeholders.
Perform other duties as deemed necessary by the Team Leader, consistent with the incumbent’s qualifications and experience.

About You
You will be a motivated and proactive International Health Adviser with the right combination of talent, energy and a commitment to technical excellence. You will also have:
Post-graduate tertiary qualifications in a health discipline.
Experience providing global health security / health systems strengthening advice to donor-funded programs in multiple countries, especially in South East Asia.
Experience undertaking country-level health security / health systems capacity assessments and providing practical and relevant advice to health security stakeholders.
Familiarity with the One Health approach.
Experience mentoring and coaching national staff, partners, government officials and other stakeholders to build strengthened health systems.
Experience conducting stakeholder workshops and review processes.
Strong written and analytical skills.
Excellent interpersonal skills and the ability to adapt communication to different audiences.
Proven extensive knowledge of the Indonesian health system and decentralized government and more than 5 years’ experience working on the health sector in Indonesia would be an advantage
Remuneration
This is a senior-level adviser position. Successful applicants will be engaged based on DFAT standard ARF rates (assessed as ARF classification D4). Successful Indonesian nationals will be engaged under a local contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
