Capital Porject Design / Development Manager

Duration - 3 month with possible extension

Hours of work - Monday to Friday 9.00am - 5.00pm

Lunch -30 mintues Lunch

MAIN PURPOSE OF JOB

To be responsible to the Head of Capital Development for the effective management of the Council\'s interests in multiple, high value projects with an emphasis on their proactive design and delivery, in accordance with the Department\'s project management procedures and in compliance with applicable statutory obligations and requirements. To keep under review new developments which might benefit project delivery or unit operations and to make appropriate recommendations for change. To ensure accurate and timely production of all information required for Council, Committee, Department or other reports, official returns and performance measurement.

PRINCIPAL RESPONSIBILITIES To support the Head of Capital Development in meeting unit service objectives and be proactively responsible for:

  • Provision of advice, design services and technical support to the Capital Development Section including the development of delivery strategies or preparation of reports.
  • Undertaking the role of Client Representative to ensure the development of effective project briefs, in conjunction with project sponsors, and for the coordination and integration of consultants attached to design teams.
  • Management and supervision of staff within the Capital Development Section including determining priorities and allocating and monitoring work, the daily management of staff, identifying training needs, reviewing performance and carrying out direct functional work.
  • Procurement and establishment of delivery agreements for all supply teams (consultants and contractors); administration of agreements and ensuring that contractual obligations are fulfilled.
  • The administration of contracts and acting as focal point for contact and technical liaison between project sponsors and the delivery team(s) and acting as the first point of contact for project stakeholders.
  • Resolving problems which arise in relation to project delivery.
  • Preparation and presentation of comprehensive reports to Directors and Council Committees as required.
  • Preparation of Project Execution Plans with regular review and revision as necessary.
  • Effective management, monitoring and control of projects from inception to successful delivery, compliant with project briefs and objectives and in accordance with the Project Execution Plan.
  • Coordinating, managing and monitoring service delivery by internal and external project teams and fostering teamwork in all aspects of project delivery.
  • Ensuring appropriate mechanisms are in place to assess and manage project risks.
  • Ensuring appropriate mechanisms are in place to manage environmental considerations.
  • Establishment and implementation of clear and effective project change and variation management procedures for each allocated project.
  • Prudent management and monitoring of such budgets, as are allocated to projects, in accordance with Council policies, Financial Regulations and Standing Orders.
  • Implementation of appropriate formal project handover procedures and ensuring that project sponsors receive necessary information and appropriate demonstrations and instructions.
  • Monitoring and control of quality, time and cost parameters on projects and regular reporting on project status.
  • Managing the Council\'s Gateway process throughout project delivery, including stakeholder management and assisting in the preparation of business cases and/or economic appraisals.
Qualifcations ESSENTIAL

Degree qualification in a relevant construction discipline, and Possess full current Corporate / Chartered/ or registered membership or a relevant professional body or willing to achieve this within 1 year of taking up this post.

3 years relevant built environment experience gained within the last 5 years working in a client project management environment to include:

a) Experience of architectural design.

b) Delivery of capital projects from inception to successful completion.

c) Preparation of tender documents and evaluation.

d) Managing and monitoring significant budgets.

e) Negotiation with consultants/contractors on professional services/works contractual issues.

f) Managing internal and external project teams.

g) Managing and motivating staff, reporting to senior management.

h) Managing strategic partnerships with a range of stakeholders.

Qualifications DESIRABLE

Postgraduate Qualification in Project Management.

Experience in the preparation and submission of funding applications for capital projects to a range of funding bodies.

SKILLS AND KNOWLEDGE

Working knowledge of project management tools i.e. Microsoft project.

Working knowledge of modern forms of professional services and works contracts.

Working knowledge of health and safety legislation.

Working knowledge of procurement legislation.

OTHER

Hold a current full driving licence or if registered with a disability access to a form of transport that enables the duties of the post to be carried out in full.

Available to work after hours, particularly evenings, to facilitate engagements and meetings.
