CAMHS Operational Manager

Job Summary:

The post holder will work in close collaboration with the Associate Director, Service Manager, Clinical Lead and Heads of Discipline, to ensure that all operational issues relating to the CAMHS service in the relevant borough/service are managed effectively and efficiently. The post holder will have a key role in developing, collecting and analysing performance information that supports the provision of the borough services, and service developments. The post holder will have a key role in managing the daily activities of the service across the relevant site, liaising extensively with front-line staff and developing a coherent and standardised approach to service performance by developing relevant policies and protocols that enhance the efficiency and effectiveness of the service, and which also ensure a safe and secure environment for all staff and service users.

Pay Rates: Up to \xc2\xa332 per hour Umbrella or \xc2\xa328 per hour PAYE inclusive of holiday pay

Hours / Working Days: 37.5 hours per week / Monday to Friday, 9am \xe2\x80\x93 5pm

Key Result Areas & Performance:

  • They will be responsible for delegated aspects of the budget. This includes regular monitoring of the budgets and proactively identifying problems and creating solutions whilst escalating appropriately
  • Engage in effective budget setting and effectively working within resource constraints
  • Work with IM&T and Performance Teams to ensure targets for clinical coding are met to maximise income and ensure clinicians are engaged with this process
  • Identify areas of service improvement and opportunity, supporting Service Manager in developing PIDs to meet CIP targets
  • They will be responsible for active management of all information relating to performance and activity, and the development of effective mechanisms for reporting and managing information that assists the development and management of the service.
  • Work with the Service Manager to monitor activity levels, Outcome Measures and overall performance. Develop performance improvement plans when required to achieve performance targets and other imperatives impacting on the Trust
  • Ensure that all activity is accurately recorded to ensure RTT targets are met
  • Support performance and waiting lists within area of responsibility to ensure that Trust and external standards are understood and adhered to and that performance reports are produced to ensure compliance
  • Participate in monitoring and maintaining compliance with relevant CQC Standards
  • In conjunction with Service Manager, take part in the development of the annual Quality Priority Report, working on activities to implement as required
  • To contribute to the achievement of CQUINs relevant to the Directorate
  • They will lead on ensuring the effective use of RIO. Contributing at a senior level in Data Quality to provide high quality, well presented and relevant information to support clinical and non-clinical staff to understand operational efficiency performance against national and local targets. This includes maximising the use of RiO and WLBI
  • They will work to promote front-line staff involvement in decision-making processes, showing a visionary, motivational and problem-solving approach, and promoting clinically-led innovation and service development.
  • Communicate clearly and effectively with staff to ensure they are kept up to date with business plans and operational requirements
  • Ensure that all changes to the service are fully communicated both within the organisation with staff and patients and external partners, including GP\xe2\x80\x99s and Commissioner\xe2\x80\x99s
  • They will support the development of meaningful service user and carer participation in service delivery and development.
  • They will line-manage the A&C staff as agreed within the wider context of administrative team service management, including performance management.
  • Manage timely and effective recruitment and retention of staff in conjunction with the Workforce and Organisational Development Team
  • Ensure appraisals are carried out for all staff and training needs are identified within resources
  • Manage mandatory training levels and ensure that records are kept up to date
  • Be responsible for managing absence rates within responsible staff group
  • Ensure optimal use of staffing resources and review workforce requirements as required
  • Ensure that staff are aware of and implement Trust policies and procedures and ensure implementation when required
  • Ensure that all staff are working to maintain a healthy and safe working environment
  • As required, lead on investigations to support Human Resources
  • Support medical and clinical staff colleagues on recruitment of temporary and permanent medical and clinical staff
  • They will ensure that all complaints are acted on according to the Trust policy. Support Service Manager and Governance Team to investigate, plan and implement responses to incidences and complaints
  • Promote the Clinical Governance framework within the borough
  • Support the Governance arrangements within the borough including audit, complaints, IR1 incidents, risk, health and safety. Investigate patient complaints related to area of responsibility.
  • They will develop locally relevant policies and protocols and ensure effective secondary induction processes.
  • Oversee future departmental policies and planning developments for the borough
  • To support service review and development as required, this will involve process mapping/review, patient and staff involvement in re-engineering, change in practice, skill-mix review, changes in roles and responsibilities.
  • Work with Estates and Facilities and Capital on local issues pertaining to the use of estate in the relevant borough
  • They will be responsible for specific delegated projects as agreed with the Service Manager
