Job Description

We are looking for a highly motivated and skilled individual to provide clinical leadership for our dynamic and ambitious Cambridgeshire & Peterborough Healthy Child Programme. You will have extensive and robust clinical leadership skills as well as experience of service improvement and transformation and the ability to manage complex situations. It is important that you have strong communication skills in order to liaise with and engage staff in clinical changes within services as well as skills to communicate with key stakeholders, service users and external agencies.

Whilst this is a 0-19 role, the post holders main responsibilities will be aligned to the 0-5 pathway in terms of the day-to-day responsibilities working in conjunction with the second Clinical leads who supports the 5-19 pathway clinical leadership priorities.



As part of a senior leadership you will also provide clinical leadership on specific HCP projects across the organisation and support the long-term Children & Young Peoples strategy across the Trust.

The role will have two key elements; clinical leadership and clinical governance as follows:



To deliver excellent Healthy Child Programme (HCP) clinical leadership with a focus on the clinical leadership priorities aligned to the 0-5 pathway in order to develop needs led evidence-based care that supports local and national priorities and policies as well as relevant clinical guidelines.



To embed sound clinical governance within the HCP service and be able to provide assurance as and when required.



To ensure the voice of the child and family remains pivotal to service planning and delivery.

Main Duties and Responsibilities



Deliver needs-led evidence-based care that supports local and national priorities and policies and relevant clinical guidelines and to consider these in future service planning with a focus on the 0-5 pathway



Oversee patient safety and child protection through risk management and oversight of clinical investigations and embed a learning culture across the service, working in partnership with the Safeguarding Team and CCS CIC Service.



Support staff to attain best clinical practice through embedding a culture of staff clinical development through a variety of methods including clinical supervision, mentoring, clinical education and training, and succession planning.



Demonstrate that evidence is translated into sound clinical practice.



Develop and support clinical leadership skills within the wider team and support the HCP Managers/Team Leads with appraisals.



Propose and devise clinical policies and reports for the service that embed best clinical practice.



Work closely with the Service Lead to develop the Education and Trust's Workforce to plan and predict strategically service clinical needs and from this develop a county wide clinical training plan.



Ensure the voice of the child is pivotal in all aspects of clinical practice and development.



Ensure appropriate child and family engagement including capturing patient experience including and co-production of care pathways.



Analysis of SystmOne data to ensure appropriate and relevant data is captured to enable interpretation of data and ensure health needs of the local population are met.11. Highly complex analyses of data pertaining to the clinical quality and safety of service delivery (i.e. SystmOne, patient experience, learning from complaints, Serious Case Reviews, etc.) Triangulate information to form an action plan for the team using a problem-solving approach.



Report to both internal management and external stakeholders in order to provide assurance that the health needs of the population are met.



Integrate clinical pathways in partnership with other services, where appropriate, i.e. Specialist Children's Services.



Ensure the internal risk register accurately captures HCP service clinical risks and is updated on a regular basis.



Promote a culture of incident reporting, leading Serious Incidents when appropriate and ensuring learning take place to effect appropriate change.



Clinical participation in relevant tender and procurement processes.



Represent the Trust's both locally and nationally on clinical issues, for example, conferences.



Co-ordinate and facilitate pre-registered student learning, post registered students (SCPHN) and workforce with continuous practice and development.



The post holder will support the team and demonstrate, within their own leadership approach, the achievement of Trust values in their day-to-day work.



Keep up to date with evidence-based practice and ensure appropriate team dissemination.



Observe and maintain strict confidentiality with regards to any patient/family/staff/records and information in line with the requirements of the Data Protection Act.



Any data that is taken/shared as part of a phone call or transported, faxed or transferred electronically must be undertaken with regard to the trust Information Governance and Information Security policies.



The post holder must adhere to the trust risk assessment and risk management processes.



The post holder must adhere to infection control policies and procedures.



It is a condition of your employment that you are currently registered with the NMC and it is your responsibility to maintain your professional registration.



Undertake mandatory training and any other training relevant to the role as required by Cambridgeshire Community Services NHS Trust.



The post holder must participate in clinical and other audits as required.



Provide patients and their families/carers with information on standards they should expect from the team.



Participate in clinical supervision on a regular basis.



The post holder is required to participate in relevant emergency preparedness process for their team.



Communication



To establish effective internal and external working relationships.



Be an active participant in the Family hub/Place based approach across the county



The post holder is required to utilise a wide range of communication skills and will be required to communicate on complex issues to a wide range of audiences, including director and senior management level, in order to inform and influence decisions.



Management of clinical complaints, including face to face contact with patients and families, which may involve difficult conversations that require a non-defensive approach.



Able to undertake communication with patients and families that may be of a distressing or highly distressing nature.



Attend performance meetings, where appropriate, to represent the service/clinical speciality.



Responsible for implementation of the delegated actions from development plans, including the business plans, through effective communications and briefings to staff.



To maintain necessary communications and liaison with all members of the medical, nursing and allied health professional disciplines.



To maintain regular contact with the Line Manager and lead clinical meetings. Attend and participate in relevant meetings.



Ensure clients and their carers/families are aware of the standards they would expect from the service.



The post holder will support the ongoing development of new clinical patient care pathways identifying and mitigating against risk when identified.



Liaise and collaborate health education institutions (HEIs) to ensure student training is fit for purpose.

People Management



Maintaining own professional development and requirement to take part in appraisal and KSF process



Ensure all mandatory and clinical training is appropriate for staff and provide clinical input to identify any changes made.



Ensure the service meets the Trust targets for safeguarding training.



Develop team clinical training plans and ensure that these are financially achievable and are reflected in individual development plans across the service.



To provide clinical supervision, mentoring and training to staff to facilitate and promote a culture of enquiry and learning.



Ensure that clinical supervision is in line with the Trust's Supervision Policy and ensure the opportunity for clinical supervision is available.



To assist in orientation and preceptorship programmes for new members of staff.



To oversee student programmes from a variety of settings to provide insight into the Healthy Child Programme role.



Undertake clinical succession planning, working with team managers to incorporate requirements into future recruitment and retention activities.



Contribute to in service training where required and ensure that information from attendance at external study days and conferences is disseminated appropriately through the service.



Be actively involved in clinical specialist staff appraisals, alongside their line manager.



Ensure own mandatory and safeguarding training is up to date. Arrange and participate in identified staff training and where possible to arrange for these to be met within the Trust.



Highlight any unmet training needs to Line Manager. Ensure any training needs are also captured and recorded in Annual Development Review.



To receive own regular Clinical Supervision and give specialist staff direct clinical supervision.



To attend all mandatory training. Attend relevant study days and relay all up to date information to the team. Contribute to service training.



Receive a yearly appraisal.



Maintaining own professional development and requirement to take part in appraisal and KSF process.



Ensure that day to day work is in line with the Trust values and that management of staff is undertaken in line with Trust values.
